JOB SUMMARY/OBJECTIVE:
The Site Director for the Deflection and Sobering Center in Portland, Oregon, is responsible for overseeing the day-to-day operations, ensuring high-quality service delivery, and fostering strong relationships with community partners. This role requires strategic leadership, operational expertise, and a commitment to harm reduction and public health approaches. The Site Director will also be responsible for community outreach and business development, strengthening partnerships with law enforcement, healthcare providers, and social service organizations to enhance the impact and sustainability of the center.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Operational Leadership & Program Management
· Oversee all aspects of the center’s daily operations, ensuring compliance with local, state, and federal regulations.
· Develop and implement policies and procedures to enhance service delivery and client care.
· Lead a multidisciplinary team, providing supervision, training, and performance management.
· Monitor program effectiveness, utilizing data-driven approaches to assess outcomes and improve services.
· Ensure a safe, trauma-informed, and client-centered environment for individuals utilizing the facility.
Community Outreach & Partnership Development
· Serve as a key liaison between the center and local law enforcement, hospitals, emergency services, and community organizations.
· Develop and maintain relationships with government agencies, public health organizations, and advocacy groups to strengthen referral pathways and support systems.
· Represent the center at community meetings, coalitions, and public events to raise awareness about services and deflection strategies.
· Advocate for policies and initiatives that support harm reduction and alternative crisis response models.
Business Development & Funding Strategy
· Identify and pursue funding opportunities, including grants, contracts, and private donations, to ensure the center's financial sustainability.
· Develop strategic partnerships with businesses, healthcare providers, and philanthropic organizations to expand resources and program offerings.
· Prepare and present reports, proposals, and funding applications to stakeholders and funders.
· Collaborate with the executive leadership team to align the center’s operations with broader organizational goals and financial strategies.
Compliance & Risk Management
· Ensure all services adhere to ethical standards, HIPAA regulations, and organizational policies.
· Oversee incident reporting and crisis management protocols.
· Develop risk mitigation strategies to ensure client and staff safety.
QUALIFICATIONS & EXPERIENCE
· Bachelor’s or Master’s degree in Social Work, Public Health, Business Administration, Criminal Justice, or a related field.
· Minimum of 5 years of leadership experience in healthcare, social services, or a related setting.
· Experience working with individuals experiencing substance use disorder, homelessness, and mental health challenges.
· Strong background in community outreach, stakeholder engagement, and business development.
· Knowledge of harm reduction, crisis intervention, and alternative response models.
· Proven track record in securing grants and funding opportunities.
· Excellent leadership, communication, and organizational skills.
Preferred Qualifications
· Experience working with law enforcement, public health agencies, or government entities.
· Understanding of Oregon’s behavioral health system and local service networks.

Physical Requirements:
· Prolonged periods of sitting and working on a computer.
· Ability to lift up to 20 pounds as needed.
· Prolonged periods of standing, bending, and walking in the pharmacy environment.
· Ability to handle various physical tasks related to pharmacy operations, such as inventory management.
SALARY AND BENEFITS:
The compensation for this position will vary depending on factors such as your location, skills, job-related knowledge, and experience. The compensation package may also include incentive compensation opportunities in the form of discretionary annual bonus.
