One vacancy with the Health and Human Services Agency in Visalia. This recruitment will establish an employment list to fill current and future vacancies throughout the County. The anticipated life of the employment list is six months.

This vacancy is with the Tulare County Health and Human Services Agency, located in Visalia.

Typical Duties

Develop, negotiate, monitor and control administrative, fiscal, and programmatic aspects of grants, contracts, and programs; evaluate the achievement of program goals and objectives; develop, implement, interpret, analyze and evaluate programs, operating procedures, and policies of the program; establish and maintain effective working relationships with other departments; serve as a liaison and coordinate services in collaboration with other departments; assist in the organization of field based community work aimed at improving social health and the well-being of the community through identifying field based needs and objectives, developing strategies, creating goals, and collaborating with internal and external partners to meet objectives; advise on the interpretation and application of laws, ordinances, regulations, and policies; analyze situations accurately and take effective action; attend meetings and trainings; directs and oversees a quality management process that includes updating objectives to ensure program alignment with Federal, State and local guidelines, management of metric measures, and enhancement of staff accuracy ratings through communication of program efficacy and recommendation of resource and development training programs; address and resolve inter-professional and intra-disciplinary problems; work closely and collaboratively with internal and external partners and programs within the agency and community; prepare grant applications including identifying needs, researching requirements, and developing goals and objectives; prepare and monitor program budget and expenditures; respond to inquiries from funding sources; research, prepare, and write comprehensive reports identified in grant or contract evaluation processes; supervise, train, and maintain standards of practice and evaluating employee performance and competency; prepare agenda items; may represent the department before the Board of Supervisors, public organizations, on State and community committees, task forces, and advisory boards to explain goals and objectives of a program; attend and/or chair regional and state meetings; may provide outreach to coordinate health, behavior health, and social services in order to improve the health outcome in the community; assist in the development, implementation, and ongoing refinement of care coordination and policies and procedures in collaboration with multi-agency work group

Minimum Qualifications

Education: Graduation from an accredited college or university with major course work in public health, mental health, social services, public administration, business administration, or a closely related field

Experience: Three (3) years of increasingly responsible administrative, supervisory, and/or managerial experience involving planning, organizing, and directing public assistance or other integrated/related social services, public health, or mental health programs, of which two (2) years must have been in a supervisory capacity. Experience in social services administration or a closely related field may be substituted on a ratio of one (1) year specific experience equivalent to one (1) year of education, up to four (4) years total.

Knowledge of: Public funding and budget monitoring; principles and practices of supervision, management, and employee development; grant and contract development, monitoring, and evaluation.

Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; Assist in the preparation and monitoring of annual budgets; evaluate program effectiveness; develop and implement procedures, policies, and protocols; provide effective staff management through supervision, training, coaching, and performance management; plan, organize and supervise the work of professional and support staff; interpret rules and regulations; establish goals and objectives; analyze situations accurately and adopt an effective course of action; communicate clearly and concisely, verbally and in writing; establish and maintain effective and cooperative working relationships with coworkers, other departments, agencies, organizations, and the general public; complete multiple priority projects with strict deadlines within a fast-paced environment; maintain confidentiality of patient/client information; work a flexible schedule including evening and weekend hours when participating in outreach events; interpret, influence, and develop legislation.

License or Certificate: Incumbents assigned to ETAC or TLC must obtain and maintain a State of California Department of Social Services Community Care Licensing Division Adult Residential Facility Administrator Certificate within 6 months of being hired if placed at a residential care facility; Certificates issued shall be renewed every two years and renewal shall be conditional upon the certificate holder submitting documentation of completion of 40 hours of continuing education related to the core knowledge specified.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
