What are the responsibilities and job description for the IT Desktop Technician I/II position at Tulare County, CA?
This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position, which are the TCICT, Sheriff, District Attorney and Library Departments. The anticipated life of the employment list is six months. Typical Duties
Perform on-site analysis, diagnosis, and resolution of complex desktop problems for end-users; recommend and implement corrective solutions, including off-site repair for remote users as needed; install, configure, test, maintain, monitor, and troubleshoot end-user workstations and related hardware and software in order to deliver required desktop service levels; assess the need for and implement performance upgrades to PC boxes, including the installation of CPUs, I/O and NIC cards, hard drives, RAM, memory chips, CD-ROMs; collaborate with LAN technicians/network administrators to ensure efficient operation of the desktop computing environment; receive and respond to support and service tickets regarding desktop problems and requests; accurately document instances of desktop equipment or component failure, repair, installation, and removal; provide support to customers via phone, acquiring information from the customer, perform troubleshooting and resolution of issues using remote support if needed.
Minimum Qualifications
Education/Experience:
Level I: Completion of two years of college coursework in computer science or related field or completion of a certified IT program from a computer/business school OR two (2) years work experience, including hands-on hardware troubleshooting experience.
Level II: Completion of two years of college coursework in computer science or related field or completion of a certified IT program from a computer/business school AND Three (3) years work experience, including hands-on hardware troubleshooting experience OR One (1) year as an IT Desktop Technician with Tulare County.
Knowledge of: PC and desktop hardware; PC internal components; current protocols, operating systems, and standards.
Skill/Ability to: Read and understand technical manuals, procedural documentation and OEM guides; conduct research into PC issues and products as required; practice effective interpersonal skills and relationship-building skills; demonstrate strong written and oral communication skills; present ideas in user-friendly language; demonstrate analytical and problem-solving abilities, with keen attention to detail; provide support via phone, this would include being able to troubleshoot PC related issues and resolve these issues using remote control software if needed; be self-motivated and directed, with the ability to effectively prioritize and execute tasks in a high-pressure environment; work in a team-oriented, collaborative environment; possess strong customer-service orientation. LEVEL II: Will additionally require the skill/ability to perform more complex assignments related to diagnosis and repair for computer equipment and related components; assist in preparing, maintaining, and upholding procedures for logging, reporting, and statistically monitoring desktop operations.
Desirable Employment Standards A Certification, VMWare VDI, ITIL Foundation Examination, NETIQ Identity Manager.

Conditions of Employment
Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave: 12 set days and 1 personal holiday.
Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual: 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.
Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation: A voluntary deferred compensation plan is available.
