This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Child Support Department The anticipated life of the employment list is six months. Current vacancy is with the Department of Child Support Services (DCSS) located in Porterville.

Typical Duties

Explain child support procedures and regulations to case participants, attorneys, employers and other agencies regarding child support and paternity matters; verify information by in-house investigation, through computerized resources, personal interviews, telephone or form letters and contact with other agencies or institutions; compose correspondence, preliminary reports and case summaries; display professionalism when communicating with callers and / or visitors which may include custodial parents, non-custodial parents, team members, attorneys, employers, other agencies and others acting on behalf of families and children; actively contributes to department's goals and follows team action, strategic and performance plans; maintain confidentiality of all information; use established customer service practices to resolve complaints; provides responsive, effective customer service to representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner; participate and assist in various forms of public outreach; attend conferences, seminars and training as assigned; address inquiries concerning complex casework issues of custodial and non-custodial parents and others with difficult problems referred by team members; actively listen, review and resolve complex complaint calls; exercise appropriate judgment in answering questions and releasing information and / or recommendation; review mathematical computations and review cases for accuracy completed by Child Support Specialists; review problems in intercept and credit reporting cases and initiate appropriate action; review generated legal actions including but not limited to orders of examination, property liens, wage assignments, contempt motions, and for other legal actions taken; review child support calculations and account balances utilizing the computerized system to ensure accuracy of Child Support Specialists; monitor cases to ensure compliance with child support orders; analyze and review child support cases and ensure compliance with current federal and state laws and guidelines; provide training and support to Child Support Specialist I, II's and III's as well as organize and coordinate the work of an assigned team; monitor and track unit performance by documenting in an electronic journal; develop and conduct training on policy, procedures and techniques of child support for groups and individuals using various means of presentation; recommends organizational changes that will expedite work flow; review and approve time off requests, receive phone calls for unexpected time off; study casework processing to measure the efficiency and quality of completed work; analyze potential problematic situations and negotiate or adopt actions to achieve positive resolution; process bank levy withdraws and approve driver's license releases for customers; analyze child support cases and conduct formal reviews to ensure compliance with current federal and state laws and guidelines; assist in various forms of public outreach; address inquiries concerning more complex casework issues of custodial and non-custodial parents and others with difficult problems referred by team members requiring supervisory personnel attention; attend and facilitate meetings as assigned, including consistently scheduling and meeting frequently with assigned team members; plan, organize and direct the work of staff involved in child support functions; review and approve all attendance time off requests, time studies and time sheets; receive phone calls for unexpected time off; provide and promote responsive, effective customer service to representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner; participate in the selection of new employees, counsel employees as needed, takes disciplinary action when appropriate, provide training and employee development, complete work performance evaluations and continually monitor progress of the unit; define program plans and goals and establish procedures to assure effective program administration; supervise, coordinate and direct child support programs including establishment and enforcement operations, customer service and quality assurance in order to meet performance standards and expectations; complete workers compensation documentation and reports; direct the completion of special projects; ensure workplace safety and security of all county equipment and information; prepare and present clear and concise oral or written reports, memos, narratives, presentations and other necessary communication formats; establish and maintain effective cooperative and collaborative working relationships with management, team members, customers and other outside agencies representing diverse cultures and backgrounds; interpret and comply with all county, state and federal laws and regulations and department policies pertaining to child support functions; perform related duties as assigned.

Minimum Qualifications

Education : Equivalent to completion of two (2) years of college level study in business or public administration, or a related field.

Experience : Three (3) years of increasingly responsible experience involving the determination of child support and public assistance reimbursement obligations, preferably including one year of lead supervisory experience.

Knowledge of : Basic math, including percentages and decimals to compute items such as net income and support payments; automated computer systems and working knowledge of work processing software; customer service techniques, including methods for overcoming hostility and challenging situations with persons being interviewed; caseload management methods and techniques; assertive and effective debt collection techniques; interview techniques utilized to obtain factual, personal and sensitive information; techniques of leadership, motivation and group facilitation; principles, practices and procedures for providing customer service; office practices and procedures, including the operation of standard office equipment and associated programs and software; governmental collection techniques and procedures; principles and practices of personnel supervision; project management and research methodology; decision-making techniques to promote an appropriate and ethical resolution to problems; County and departmental policies and procedures; principals of organization, planning, research and analysis.

Conditions of Employment

As this position requires access to Federal Tax Information, employment is conditioned on successful completion of a background investigation and a reinvestigation within every 10 years thereafter. A background investigation includes FBI fingerprinting, a check of local law enforcement agencies where the subject has lived, worked, and / or attended school within the last 5 years, and if applicable, of the appropriate agency for any identified arrests, and Employment Eligibility Verification using E-verify will be required on the first day of employment.

Benefit Amount : An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance : A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP) .

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday .

Vacation Accrual :

2 weeks per year (0-3 years of service)

3 weeks per year (3-7 years of service)

4 weeks per year (7-11 years of service)

5 weeks per year (11 years of service)

Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D : $10,000; Provided by Standard Insurance Company .

Disability Insurance : Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
