This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Information Communications & Technology Department (TCICT). Current vacancy is with the Tulare County Information & Communications Technology Department located in Visalia.
Typical Duties
Assist in the assignment, training, and supervision of activities of IT Client Specialists I/II, technical, and other support staff. Coordinate and facilitate client meetings, in person or via conference call, and prepares materials, agendas, minutes (including action items) and presentations. Learn, understand and assist with documentation of client business processes. Make recommendations to utilize IT technology to improve client department business processes. Collaborate and act as liaison with client, continuously refining relationship. Mitigate IT issues and requests. Assist with development of the IT budget for assigned agency, department or unit. Liaison with client, IT and client’s third party vendors. Assist/coordinate communication between assigned agency, department or unit. Lead change management discussions with client; recommend implementation best practices using IT products and services. Assist with overall strategic, capacity planning and business continuity regarding client IT needs. Assist with providing product and vendor quotes to assigned agency, department or unit. May be the Project Lead for projects that are within assigned agency, department or unit. Assist with the development of specifications, process models, written procedures, and charts to support department activities. Analyze alignment of project proposals to County objectives and strategies. Assist when appropriate with Ad-Hoc reporting solution services. Provide operational instructions or Train-the-Trainer training for end users. .Document client application assets and application topology. Assist client when appropriate in identifying client funding sources including; private, Federal or State grants. Facilitate and review IT services provided; including work requests, service requests (training, debugging/issue resolution, and enhancements), IT asset procurement &tracking, and involvement in Client Functional Departments. Prepare memoranda, system change bulletins, and project management & status reports as necessary. Attend client application specific conferences, user group meetings as a representative of County of Tulare.
Minimum Qualifications
Education: Graduation from an accredited college or university with a Bachelor’s Degree in Computer Science, Management Information Systems, Business Administration, or related college degree.
Education Equivalent: Four (4) years of qualifying work experience in a computer related field can be accepted in lieu of education.
Experience: Four (4) years of experience in business analysis and documentation activities, project administrative support.
Experience Equivalent: Qualifying work experience on cross-functional team (s) including two (2) years in a lead role or supervisory experience in a government or public agency environment.
DESIRABLE EMPLOYMENT STANDARDS
Certified Business Analysis Professional (CBAP CLIENT CONSULTANT) training
Certified Associate in Project Management (CAPM) training
Certified in information Technology Service Management (ITIL Foundation v3)
Knowledge of project management principles and practices
Knowledge of business development strategies and practices
Knowledge of:
Principles and practices of supervision and training. Current business and technical processes of assigned agency, department or unit. Terminology or nomenclature relevant to today’s computer industry. Current computer equipment and software and its use. Business process flow, network and application topology diagrams. Effective training technique application of multiple instructional methodologies and current audio/visual equipment. Business analysis activities including; enterprise analysis, requirements planning & management, elicitation, communications and solution assessment & validation.
Skill/Ability to : Schedule, assign, direct, train and evaluate the activities of IT Client Specialist I/II or other technical or support staff. Develop, coach and mentor staff. Successfully demonstrate strong written and verbal communication skills. Act positively and efficiently under pressure. Work effectively in a team or independently with minimal supervision. Demonstrate sound task management skills and analytical ability. Successfully manage multiple concurrent assignments. Effectively prioritize and execute tasks while under pressure. Demonstrate organizational strengths and attention to detail. Analyze and gather client technical requirements. Develop and deliver presentations. Read and interpret technical and end user documents and manuals. Follow a step-by-step sequence to solve automated system problems. Provide a positive and supportive customer service attitude, with both internal and external clients required. Interpret client needs and translate into definable IT products and/or services. Work within collaborative environments. Interact extensively with clients with limited supervision.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).
Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).
Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.
Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11 years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.
Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation : A voluntary deferred compensation plan is available.
