JOB SUMMARY

The sworn law enforcement Public Safety Manager is an integral part of the ongoing strategic planning process conducted by the Airport’s Police and Dispatch department. This position directs and ensures emergency operation plans, airport dispatch operations, landside operations, ground transportation, and special operations coordination. This is a full-time Exempt position with a starting salary of $63,022.

Requirements:


PRIMARY RESPONSIBILITIES

  • Coordinates with internal and external stakeholders in developing airport emergency, irregular operation response, and business continuity plans using the ICS structure.
  • Designs and conducts emergency exercises and drills to train and practice the established internal and external stakeholder response preparedness based on a wide spectrum of emergency and irregular operation contingencies.
  • Performs quality assurance and quality control initiatives to ensure administrative and procedural activities fulfill goals. Coordinates the development of the airport emergency procedures manual, policies, standard operating procedures, checklists, and various emergency notification contact lists and updates them frequently.
  • Researches, recommends, procures, and assesses resource solutions (people, equipment, services, software) that will optimize emergency preparedness.
  • Act as a subject matter expert and represent the Airport's interests in the alliance of emergency and irregular response plans with regulators, support agencies, and other internal and external stakeholders.
  • Coordinate with local and regional emergency first responders through training, meetings, and other activities to develop mutual aid agreements and build strong collaborative relationships.
  • Supervise all Landside Operations, including the Landside Supervisor and Landside Agents, ensuring compliance with established rules and laws regarding passenger pickup and parking. Advise and make recommendations for personnel matters to the Chief of Police.
  • Oversees and supervises the Landside Supervisor regarding all TUL ground transportation contracts, permits, peer-to-peer, and TNC service agreements and policies and verifies compliance within approved guidelines.
  • Coordinates the emergency dispatch team by supervising the emergency dispatch supervisor and dispatchers by coordinating emergency and nonemergency call-taking, dispatch functions, scheduling of dispatchers, emergency preparedness, and other emergency dispatch functions. Advise and make recommendations for personnel matters to the Chief of Police.
  • May respond to emergencies requiring a police response. May make arrests, write police reports, direct traffic, and issue citations.
  • Monitor Emergency Dispatch, Landside, and other budgets relating to the performance of the Public Safety Managers’ area of responsibility.
  • Other duties as assigned.

QUALIFICATIONS

Education & Experience: Graduation from an accredited college or university with a bachelor’s degree in emergency management or similar field and two years of related work experience. Candidates who have an equivalent combination of education and training may be considered.

Knowledge, Abilities and Skills: Considerable knowledge of the process of planning and executing emergency operations exercises and drills. Ability to provide the leadership necessary to bring divergent groups together. Ability to manage the implementation of detailed plans. Ability to network and cultivate relationships with emergency personnel in other disciplines.

Physical Requirements: Physical requirements include arm and hand steadiness and finger dexterity sufficient to use a keyboard and telephone; frequent lifting and carrying up to ten pounds, with occasional lifting and carrying up to 60 pounds; occasional pulling up to 10 pounds; may be subject to walking, standing, sitting, reaching, balancing, bending, kneeling, handling, climbing, smelling, and twisting.

Vision, speech, and hearing are sufficient to perform the essential tasks.

Licenses and Certifications: At a minimum, must possess Basic Law Enforcement Certification by the

Oklahoma Council of Law Enforcement Education and Training (CLEET). Possession of a valid

Oklahoma Class D Operator’s License. Ability to obtain and maintain eligibility to hold a Security

Identification Display Area (SIDA) badge. Possession of a valid Oklahoma Class D Operators License, AAAE Certification preferred ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) security badge.

Working Environment: Working environment includes indoors in an office setting, classroom, and outdoors in various weather conditions. Work schedule is normally Monday through Friday, 8 AM until 4 PM and on-call for emergencies or unusual circumstances.

Note:

This classification is a “safety sensitive” position as defined by the United States Department of Transportation drug and alcohol testing regulations, the Oklahoma Standards for Workplace Drug and Alcohol Testing and Oklahoma Medical Marijuana Laws. As a “safety sensitive” classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana license will not excuse you from the testing process, or the consequences of testing positive for marijuana.
