Essential Qualities
The Director of Data Capacity and Data Strategy at Tulsa Educare is responsible for interpreting key organizational data—including impact, compliance, progress, and process metrics—to inform priorities and guide decision-making. This role ensures data efficiency, quality, and consistency across teams while continuously streamlining processes. They lead the modernization of data usage within Educare schools, including software implementation and setup to improve data accessibility and effectiveness. Essential Functions

Strategic Data Use and Decision-Making
- Ensure alignment between data metrics and organizational goals by continuously evaluating whether we are measuring the right things to drive improvement and achieve strategic priorities.
- Partner with leadership to review and enhance existing reports, ensuring they are insightful and actionable.
- Interpret organizational data (impact, compliance, progress, and process) to guide priorities and decision-making and identify new areas for exploration or improvement.
- Advise the Executive Director and senior leadership on data trends, risks, and opportunities to inform high-level decision-making and long-term planning.
Data Analysis and Reporting
- Conduct high-level analyses and prepare comprehensive reports that inform decision-making.
- Maintain a structured repository of key reports, detailing their purpose, audience, reporting frequency, and strategic value to ensure efficiency, minimize redundancy, and decrease time burden.
- Lead targeted data projects to support understanding of organizational performance, including identifying areas that need attention and proposing new ideas or improvements.
- Support grant reporting and grant applications as requested.
School Data Infrastructure and Systems
- Support the Senior Director of Schools and school leadership more broadly in understanding and utilizing data for improved decision-making and performance.
- Support the implementation, maintenance, and use of software tools used by school staff (e.g., ChildPlus, KidKare, purchasing).
- Evaluate and recommend data visualization tools (e.g., dashboards) to make data accessible and actionable.
Capacity Building, Organizational Learning, and Ensuring Compliance
- Oversee the Community Assessment and Self-Assessment required by Head Start.
- Support data literacy, ensuring staff are confident in interpreting and applying data for operational efficiency and program effectiveness.
- Assist the Director of Partnerships, Admissions, and Compliance with compliance, monitoring, and policies and procedures of our schools as requested.
Data Governance and Record Sharing
- Review and improve record-sharing policies, ensuring they are compliant with legal and regulatory requirements while promoting secure and efficient data sharing.
- Ensure data integrity by developing and implementing best practices for data governance, security, and compliance with federal and state regulations.
Qualifications
Knowledge and Skills
Broad knowledge and experience in:
- Managing multiple tasks and meeting deadlines with excellent organizational skills.
- Strong verbal and written communication skills, with the ability to interact effectively with various stakeholders.
- Evaluating the impact of nonprofit programs and initiatives, including compliance, progress, and process measures.
- Exporting data from data tools, merging data, and analyzing data reports to create dashboards and summaries for leadership
- Using data to inform strategy and goal setting.
- Identifying gaps, inefficiencies, and inconsistencies in data processes and implementing effective solutions.

Minimum Qualifications
Education & Experience
- Bachelor’s degree from an accredited college/university required (Master’s degree or higher preferred) in Educational Psychology, Data Science, Economics, Statistics, Business Administration, Public Administration or related field.
- At least 5 years of experience working with data analysis, reporting, and strategy in a nonprofit, educational, or similar environment.
- Advanced proficiency in Excel. Familiarity with ChildPlus, Teaching Strategies, and a statistical software is a plus.
- Experience with Head Start Program Performance Standards, Oklahoma Human Services’ licensing requirements for child care, and compliance with record sharing regulations is highly desirable.

Primarily an office position with limited local travel when requested by the supervisor (exposure to normal traffic hazards). Ability to lift and carry up to 25 pounds. Regular and reliable attendance required.
