Position Summary: Under supervision of the Benefits Director, the Specialist will assist in all benefits functions and programs for the employees of the Tuolumne Me-Wuk Tribal Council and all tribal entities. Duties include benefits administration, monitoring of all benefits programs including, Health Benefits (Medical/Rx, Dental, Vision and PHI air ambulance), HSA (Health Savings Account), FSA (Flexible Spending Account, Core and Voluntary Life, AD&D and LTD insurance, EAP (Employee Assistance Program), other voluntary products and the 401(k)-retirement plan.
Duties and Responsibilities:
- Determine eligibility for benefit enrollment for all employees of the Tuolumne Me-Wuk Tribal Council and all tribal entities.
- Correspond with and distribute enrollment materials to all employees of the Tuolumne Me-Wuk Tribal Council and all tribal entities.
- Input benefit elections for the employees of Tuolumne Me-Wuk Tribal Council and all tribal entities.
- Oversee
sbenefits administration and assistswith benefit enrollment of new employees, train all employees on benefits, process EOI requests, LTD claims, death claims, child support orders and more. - Assist the Benefits Director with the development of the implementation of goals, objectives, policies, procedures, and work standards for the Benefits Department.
- Manage all files and records in accordance with internal policies and federal confidentiality standards.
- Ensure
sHIPAA training and procedures are in place and enforced. - Maintain
sand updatesthe Benefit Policies and procedures to ensure compliance. - Collect
sand monitorsupdates and tracking for ACA (Affordable Care Act) measurements. - Input
sdata into database(s) pertaining to all employee benefits, including enrollments, changes, separations, leave of absence, and related information. - Provide
spositive business relationships and actsas liaison between internal and external partners to ensure proper coverage, claim services and payments. - Maintain
splan documents, reviewspolicies as required by the Benefits Director. - Assist
sin valuation of reports, decisions, and results of department in relation to established goals. Recommendsnew approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed. - Other related duties, as assigned.
Qualifications
Qualifications:
- Possess High School Diploma or GED. Some college preferred.
- Must maintain an extremely high level of confidentiality.
- Must have strong computer skills, including use of Word, Power Point, Excel, and other databases; must maintain electronic file systems.
- Prior work experience in benefits administration preferred.
- Must be able to demonstrate good communication skills.
- Must be very organized and have ability to assign tasks for timely completion.
- Must be able to carry out projects with minimal instruction.
- Must be able to make sound work decisions in accordance with rules, regulations and departmental policies and procedures.
- Must establish and maintain effective work relationships with other employees and the general public.
- Must possess a valid California drivers’ license and comply with the requirements of the Tribe’s driving policy and insurance requirements.
- Develop a working knowledge of medical terminology as it relates to Health Benefits.

Physical Requirements:
This position is deemed a level 1 and requires walking, standing, and sitting for prolonged periods of time; climbing stairs, stooping, kneeling, crouching, and reaching; pushing, pulling, and lifting up to 20 pounds; raising objects overhead, manual dexterity for operation of computer, phones, and small office machines; hearing, talking and good verbal and written communication skills; repetitive motions of the wrists, hands, and fingers.
Indian Preference:
Preference in filling vacancies shall be given first to qualified Tuolumne Me-Wuk Community Council Members and then to enrolled Native Americans of any federally recognized tribe.
