Position Summary: The TANF Director oversees the planning, organizing and day-to-day functions of TANF activities and service provision throughout the Tuolumne Me-Wuk Tribal Council service area. Ensures TANF operates in accordance with contractual requirements and applicable laws, regulations, policies, and procedures. Ensures the services are provided effectively and efficiently to meet the needs of the community. Maintains confidentiality of all privileged information.
Duties and Responsibilities:
- Ensures the Social Services Committee is fully informed on the conditions and operations within the TANF program and on all-important factors influencing them.
- Supervises site managers and other assigned staff.
- Develops program plans, goals and objectives and ensures compliance to contractual obligations and requirements.
- Plan, organizes, coordinates, and directs the programs, activities and operations of TANF program.
- Ensure programs meet the needs of clients.
- Establishes, implements and communicates goals, objectives, policies and procedures in accordance with contractual requirements
- Improves staff effectiveness by counseling, training and recommending disciplinary action for employees, planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
- Delegates to appropriate managers and holds them accountable for the performance of their staff and customer service
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and works cooperatively and jointly to provide equality seamless customer service.
- Hosts regular staff meetings to ensure communication between personnel and program-related activities.
- Achieves financial objectives by administering annual budget’ presenting and justifying budget recommendations to appropriate personnel. Assists in the development of measurement tools to identify impact and success of services.
- Assists with securing additional funding and grant monies for continuation and expansion of program services
- Contributes to program effectiveness by identifying short term and long range issues and goals that must be addressed, providing information and commentary pertinent to deliberations’ recommending options and courses of actions’ implementing objectives
- Promotes TANF program through ongoing interaction and collaboration with individuals and communities
- Keeps leadership and other departments informed of status program activities by attending

- Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences’ reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
- Serves as a representative of Tuolumne Me-Wuk Tribal Council to organizations in the community.
- Knowledge of applicable trial, federal, state, county, and local laws, regulations, and requirements.
- Knowledge of TANF and assistance programs, TANF plan, Cost principle audits and CFR’s pertaining to Tribal TANF.
- Knows how to communicate effectively both verbally and in writing.
- Skilled in preparing, reviewing, and analyzing operational and financial reports.
- Maintains confidentiality of all privileged information.
- Contributes to a team effort and accomplishes related results as required.
Qualifications
Minimum Qualification:
- A.A. or Bachelor’s Degree with five (5) years or more as a TANF Director, budget administration, and two (2) years supervisory experience, or any equivalent combination of education and experience that could likely provide the required knowledge, skills and abilities to perform the duties of the position.
- Must possess a valid California driver’s license and comply with the requirements of the Tribe’s driving policy and insurance requirements.

Physical Requirements:
This position requires walking, standing and sitting for prolonged periods of time; climbing stairs, stooping, kneeling, crouching and reaching; pushing, pulling and lifting up to 30 pounds; raising objects overhead; manual dexterity for operation of computer, phones and small office machines; hearing, talking and good verbal and written communication skills; repetitive motions of the wrists, hands and fingers.

Preference in filling vacancies shall be given first to Tuolumne Me-Wuk Community Council Members and to enrolled Native Americans of any federally recognized tribe.
