JOB SUMMARY

Plan, direct, supervise and coordinate the construction and maintenance of electrical transmission and distribution systems including revenue meters and distribution transformers. Provide highly responsible and technical staff assistance.

DUTIES AND RESPONSIBILITIES

Essential Functions:
Work with department staff to effectively plan, supervise and coordinate the construction and maintenance of the District's electrical system. Working with the Job Scheduling Supervisor, Service Division Supervisor, and engineering staff, ensure that the District's commitments to customers and other departments are met.

 

Promptly and clearly communicate job progress and resource availability information to the Line Department and other District staff as needed.

 

Monitor the safety record of the Line Department. Work to ensure that the Line Department adheres to the Illness and Injury Prevention Plan. Monitor safety training so that all employees are adequately trained.

 

Work with the department staff to develop ideas and training to keep employees informed of new advances in the industry.

 

Administer contracts, monitor and supervise contractors hired by the District to assist in the construction and maintenance of the District’s transmission and distribution system.

 

Formulate, prepare and recommend for approval policies, procedures, studies and reports, in particular, those that will improve safety and/or department performance. Requisition needed supplies and materials. Prepare and maintain a variety of records and reports.

 

Coordinate recruitment and training of department staff.
 

Work with other departments and divisions to effectively carry out the needs of the department as well as meeting the needs of others. Attend administration and department meetings to help carry out the District's goals.

 

Compile and monitor the department budget and take appropriate corrective action when necessary. Ensure that information is given to the department staff who can affect the budget the most so they can monitor their portion of the budget. Coordinate the upcoming yearly budget to meet needed deadlines and revenues. Plan for the most effective use of the District's capital.

 

Instruct departmental staff to adhere to present policies and procedures. Work with the AGM’s, department managers and division managers to develop new policies and procedures that adhere to the District's goals and objectives.

 

Enforce compliance with District rules and regulations. Take an active role, including immediate action as necessary, to assist crew personnel in working safely and efficiently

 

Supervise, train and evaluate department staff. Give advice and assistance to employees. Coach and counsel employees as needed.

 

Work with the department staff and Human Resources to resolve personnel problems. Counsel and discipline employees, as needed, to resolve any problems. Evaluate employees yearly and provide ongoing feedback on performance.

 

Check workers weekly on the job to determine adequacy of work being performed.  Provide ongoing feedback to workers regarding work performance.

 

Respond to customer requests for information, customer complaints and claims.

 

Comply with and enforce all District rules, regulations, policies and procedures. 


Non-Essential Functions: 

Perform other related duties as required or assigned by supervisor.

QUALIFICATIONS
Any combination of experience and education that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:
 
Education
Usually exhibited by a person with an Associate’s degree from an accredited college or university.  Job knowledge and ability may be substituted for education.

Experience
Usually exhibited by a person with five years of experience in the construction and maintenance of electric transmission and distribution, including two years in a supervisory capacity or the equivalent.

Must be able to work cooperatively with a wide range of employees. Must have the ability to work with and develop employees to their greatest potential. Must be able to work with and solve problems with outside agencies and customers. Must maintain confidentiality. Must communicate clearly and accurately.

Maintain a positive work atmosphere by acting and communicating in a manner so that you get along wth customers, clients, co-workers and management.

Technical and Analytical
Ability to read and interpret technical plans and specifications. Must have knowledge of equipment, tools, materials and methods used in the construction and maintenance of overhead and underground transmission and distribution lines. Must have knowledge of safety requirements, CPUC GO95/128/165 and applicable laws, rules, regulations and requirements for the department. Must have knowledge of budgeting and personnel requirements for the District.

Administration and Operations
Must be able to develop goals, objectives, policies and priorities for the department. Must be able to select, supervise, train, discipline and evaluate staff. Must have ability to plan and schedule work; calculate accurately; estimate material and labor needs. Develop and maintain a department safety program and maintain an apprenticeship program. Develop and monitor the department’s budget.

Necessary Special Requirement

Possession of an appropriate California driver's license.

 

Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.
