Construction Manager - Government Projects (OSHA 30 and Army Corps of Engineers CQM needed)

Turner and Townsend Heery has a need for an on-site Construction Manager to oversee Government Projects for a high-profile government agency.

This role is 100% onsite.

Responsibilities

  • Collaborates with design professionals, contractors, and administrators to ensure an acceptable product according to contract specifications, local and federal codes, regulations, and district policy.
  • In coordination with the Sr. Construction Manager, manages all facets of project management (budget, schedule, procurement, quality & risk) for individual projects including planning, design, construction, occupancy, and closeout.
  • Interfaces directly with the client and other consultants, at all project stages.
  • Monitors and applies performance management techniques.
  • Tracks progress of each project against goals, objectives, approved budgets, approved timelines, reports status and variances.
  • Manages the change control process in coordination with the Sr. Construction Manager.
  • Implements change management routines to assess change requests, make recommendations, secure client approvals, and issue change orders in coordination with the Sr. Construction Manager.
  • Assesses change requests to determine impacts to scope, budget, schedule, quality, and risk with management support in coordination with the Sr. Construction Manager.
  • Manages the flow of project information between the team and the client, through regular meetings and written communications.
  • Ensures compliance with quality standards as defined by Turner & Townsend Heery and the client.
  • Identifies opportunities to improve Project Management procedures, templates, and products referring ideas to the appropriate line manager.
  • Is an integral part of the project delivery resources / team to achieve project goals.
  • Implements communication plan for meetings and written reports / meeting minutes to keep client and project resources informed.
  • Facilitates project meetings when appropriate.
  • Ensures project data integrity and documentation is accurate, timely, and coordinated.
  • Implements standard risk management routines with management support, to identify project risks, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
  • Required Knowledge, Skills, and Abilities (KSAs)

  • Strong experience with Federal / Government work.
  • Understanding of scheduling and estimating software.
  • Ability to understand Project Management Information Systems.
  • Possess thorough knowledge of design and construction management practices.
  • Ability to independently manage and coordinate multiple construction projects.
  • Ability to effectively communicate (in oral and written form) and to use a computer for email, correspondence, reports, spreadsheets, and automated project management systems. Ability to create management reports.
  • Ability to coordinate work with customer departments, administration, designers, other project managers, government agencies, and other service and support agencies.
  • Ability to manage project finances, make and review estimates, negotiate contract change orders with A / E firms and contractors, and to develop and manage value-engineering efforts. Ability to perform contractor and A / E evaluations.
  • Ability to review construction drawings and specifications for constructability.
  • Knowledge of national, state, and local codes and regulations applicable to the design and construction of facilities.
  • Ability to function in a team-oriented environment, taking on new tasks with enthusiasm and energy.
  • Education and Experience :

  • Associate in construction-related field, trade school, or equivalent certification. The requirement can be waived for someone that has 5 years of experience in a similar construction management role.
  • Army Corps of Engineers QCM Certification is required.
  • OSHA 30 Certification is required.
  • The salary range for this full-time role is $110K-$130K per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
