The Designated Manager / House Manager is responsible for overseeing the daily operations of a 245D licensed home, ensuring compliance with Minnesota Department of Human Services (DHS) regulations, and maintaining high-quality care for individuals receiving services. This role involves supervising staff, implementing person-centered plans, ensuring a safe and supportive environment, and handling administrative duties related to service delivery.

Key Responsibilities:1. Program Oversight & Compliance

  • Ensure compliance with all 245D licensing requirements, including policies, procedures, and documentation.
  • Develop, implement, and monitor person-centered service plans and positive support strategies.
  • Conduct routine audits and quality checks to maintain compliance with DHS regulations.
  • Respond to licensing visits, audits, and corrective action plans as required.

2. Staff Supervision & Training

  • Recruit, train, supervise, and evaluate Direct Support Professionals (DSPs) and other staff.
  • Provide ongoing coaching and ensure staff are trained in positive support strategies, de-escalation, medication administration, and emergency procedures.
  • Schedule and assign shifts to ensure adequate staffing levels at all times.
  • Conduct performance evaluations and implement corrective actions when necessary.

3. Individual Support & Advocacy

  • Ensure individuals receive high-quality care that aligns with their service plans.
  • Advocate for individuals' needs and rights while promoting independence and dignity.
  • Coordinate medical appointments, therapies, and community integration activities.
  • Monitor and address behavioral concerns, working with interdisciplinary teams to implement appropriate interventions.

4. Administrative & Financial Responsibilities

  • Maintain accurate records, including incident reports, medication administration logs, and staff training documentation.
  • Oversee budgetary responsibilities related to household expenses, ensuring financial efficiency.
  • Assist with billing, payroll, and timesheet approvals for direct care staff.
  • Manage supplies, food inventory, and household maintenance needs.

5. Crisis Management & Emergency Response

  • Provide leadership and guidance during crisis situations, implementing de-escalation techniques as needed.
  • Ensure staff follow emergency protocols for medical incidents, behavior escalations, and environmental hazards.
  • Act as the on-call contact for emergencies, scheduling conflicts, and urgent issues.

Qualifications:

  • Minimum of 3 years of experience in a 245D setting, with at least 3 year in a supervisory role.
  • Strong knowledge of Minnesota DHS 245D regulations and person-centered care principles.
  • Experience with crisis intervention, positive behavior support, and de-escalation techniques.
  • Proficiency in Microsoft Office, electronic health records, and documentation software.
  • Excellent communication, leadership, and organizational skills.
  • Ability to work flexible hours, including evenings, weekends, and on-call shifts as needed.
  • Valid driver’s license and reliable transportation.

Preferred Qualifications:

  • Experience working with individuals with developmental disabilities, mental health conditions, or behavioral challenges.
  • Medication Administration Certification and First Aid/CPR certification.
  • Training in Positive Supports Rule, person-centered thinking, and trauma-informed care.

Work Environment:

  • This role requires working in a home setting with individuals who may have varying levels of support needs.
  • Some travel may be required for meetings, trainings, and home visits.
  • Must be able to lift up to 50 lbs and assist individuals with mobility as needed.
