What are the responsibilities and job description for the LABORER position at U.S. Army Corps of Engineers?
Duties
- Perform a variety of extensive maintenance and upkeep duties in and around the assigned buildings and facilities requiring significant skill.
- Assist skilled trades or craftsmen by fetching tools, materials and equipment; holds, moves, rearranges, lifts, carries and stacks items and objects; cleans tools, equipment and work areas.
- Provide oversight and guidance to temporary summer laborers to ensure assigned work is completed. Cuts limbs and trees using axes or chain saws.
- Use a high-powered pressure washer for cleaning sidewalks, building exteriors and other facilities.
- Load and unloads heavy boxes, bulky supplies, and materials to and from trucks, dollies, etc; moves heavy boxes, cartons by hand, hand truck or dolly, opens crates and boxes using crowbars and cuts bands using shears.
- Performs building maintenance such as janitorial/custodial assignments. General duties of sanitation, floor mopping, carpet vacuuming, garbage collection, rest room sanitation, sweeping, window washing, etc.

Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a state issued driver’s license.
- Incumbent will operate All-Terrain Vehicles (ATV), rowboats, and motorboats, and must obtain and maintain the required certifications within one (1) year of employment.
- Incumbent must be able to lift and carry up to 50 lbs over short distances and across uneven terrain.
- This position requires the completion of a pre-employment Physical Examination.
- Incumbent is required to wear protective safety equipment, such as safety shoes, safety glasses with side shields, goggles, hearing protection, hard hat, safety harness, coveralls or respirators.
- Incumbent is required to work scheduled, unscheduled emergency overtime.
- Incumbent may be required to possess or be able to obtain and maintain first aid, cardiopulmonary resuscitation and blood-borne pathogen training within one year of employment.
Qualifications
Position may be filled as a temporary appointment NTE 6 months. A current permanent Army employee is not eligible for return placement under a new appointment.

I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
WG-03 Minimum Qualifications (Screen Out Element): I have the ability to perform common maintenance procedures. I can pull weeds. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
WG-04 Minimum Qualifications (Screen Out Element): I have the ability to perform common maintenance procedures. I can sweep and mop floors. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: The positions exerts heavy physical effort in lifting and moving objects weighing up to and over 50 pounds. Bending, reaching, working in cramped areas, climbing ladders, repeated hand and arm movements, working on steep grades, etc. are required to accomplish the work.
WORKING CONDITIONS: Laborers perform work outdoors, indoors, underground, and in confined spaces. Indoor and underground work may occur in drafty and wet places all year long. Outdoor work may be performed for long periods, under all weather conditions, all year long. Work may be performed in close proximity to coworkers or may be performed alone. Floor and deck surfaces are sometime uneven, oily and slippery. Incumbent is exposed to moving objects and sharp edges with the possibility of cuts and bruises, noise and vibration from equipment. Occasionally the employee must climb and work from ladders (stationary, extension) and scaffolding, and is subject to serious injury from slipping and falling. Work requires being around moving objects or vehicles. Work involves exposure to dirt, grease, oils, smoke, chlorine, gas, some solvents and other mild hazardous chemicals. Work is mostly outside and operates vehicles in all kinds of traffic and weather on public roads and exposed to the danger of serious accidents. Drivers are exposed to dirt and fumes, and the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. They drive in heavy traffic and at highway speeds over complicated road and interchange systems.
