Safety and Occupational Health Specialist

Duties

• Serves as technical advisor on the District diving, and safety programs and activities.
• Reviews dive safety plans and provides safety oversight and advice on diving projects.
• Analyzes water related accidents and provides recommendations for corrective findings to mitigate future accidents.
• Assists design and construction engineers in the application of life safety codes and safety engineering standards.
• Reviews structures in process of construction to assure inclusion of safety features.
• Consults directly with other managers to provide information, recommendations or interpretations of safety related issues.
• Assists with planning and coordination of safety program goals and functions and ensures deadlines are met.
• Performs safety inspections /audits of Contractor and Government work sites, processes, and facilities to include Construction Sites, Navigation Locks, Dredging Projects, Diving Operations and Public Recreation Areas.
• Communicates findings of safety deficiencies and recommendations for corrective actions.
• Investigates accidents or reviews accident reports to evaluate the adequacy of corrective actions required and serves as technical advisor to boards investigating major accidents.
• Performs statistical analysis to determine accident trends and needed accident control measures.
• Makes special studies of specific accident hazards during field surveys. Inputs data into accident reporting databases and spreadsheets within the District and Division.
• Develops safety and occupational health training programs, courses for government employees.
• Technical advisor on safety and occupational health issues to include developing and recommending safety and occupational health policy, standards, regulations, practices and procedures to eliminate or control hazards
• Review contractor and government submittals for inclusion of required safety features and develop and review site safety and health plans for various projects.
• Prepares safety information such as alerts, bulletins, and accident lessons learned for distribution within the District.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent within 12 months of hire, must complete the CP-12 Level 1 Skills outlined in the 0018 job series master training plan and be awarded the CP-12 Safety and Occupational Health Professional Certificate.
• This position may require TDY 35% of the time.
