This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base(DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Responsibilities About the Position : The Iowa Army Ammunition Plant (IAAAP), located in Des Moines County in southeastern Iowa, produces and delivers component assembly, and medium- and large-caliber ammunition items for the United States Department of Defense Perform systematic evaluations and audit verifications for all elements of assignments.
Recognize trends and conditions that can lead to deficiencies in product quality and contractor's overall quality management system.
Participates in joint government-contractor conference as the government's representative to discuss quality program activities and quality influencing matters.
Perform technical evaluations of contract pricing proposals and conducts technical reviews. Assist and advise technical and management personnel concerning problems, changes or special studies on production items.

2) Preparing reports to submit to management for review; (3) and assisting with identifying updates on policies or mandated directives.
This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-07).
OR Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles.
OR Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
Add the two percentages. Specialized Experience at the GS-11 level : Specialized Experience : One year of specialized experience which includes : (1) Performing quality assurance audits to ensure conformance to contractual requirements of ammunition or ammunition components;
2) Evaluating quality assurance data to investigate, analyze and recommend corrective action; and (3) Establishing working relationships to assist in explaining quality requirements and attainment of quality objectives.

OR Education : Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as : quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles.
