Skills

To qualify for the GS-13 level, you must possess the specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. You must possess the specialized experience that has provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as:

  • Supporting ongoing or emerging substantive intelligence collection and dissemination activities in any established specialty area.
  • Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security.
  • Additionally, such experience could be gained from working with public and private sector partners to create and information-sharing environment for the purposes of bi-directional information sharing; collecting and analyzing information of intelligence value to identify trends, patterns, and indicators of threats to homeland security.

NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive and excepted service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pursuant to Executive Order 12564 and DHS policy, DHS is committed to maintaining a drug-free workplace and, therefore, conducts random and other drug testing of its employees in order to ensure a safe and healthy work environment. Headquarters personnel in safety- or security-sensitive positions are subject to random drug testing and all applicants tentatively selected for employment at DHS Headquarters are subject to drug testing resulting in a negative test result.

Relocation expenses are not authorized however current federal employees may be eligible for relocation incentives.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Top Secret/SCI clearance as a condition of placement in this Special Sensitive Level position. position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.

This position does not confer non-competitive conversion to the competitive service. Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.

Veterans Preference: Veterans preference does not apply under Title 50 appointment authority.
