Qualifications

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:

Basic Requirement: Individual Occupational Requirements

Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. (Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary.)

or

Specialized experience performing the work of the position being announced. Examples of such experience include:

  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.

Minimum Qualifications

You qualify for the GS-9 level (starting salary $69,923.00) if you possess one of the following:

One year of specialized experience equivalent to the GS-07 level performing duties such as:

  • Analyzing the price and cost of preparation and production of printing.
  • Performing administrative support or policy functions directly related to publishing and printing program management or operations.
  • Providing administrative support to a training

OR

  • A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related;

OR

  • Combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education

For positions with an education requirement, or if you are qualifying for a position by substituting education or training for experience, you MUST submit a copy of your transcripts or equivalent. Unofficial transcripts will be accepted that includes your name, the name of the educational institution, course title(s), number of credits, grade, and date of completion. An official transcript will be required if you are selected.
