Duties

Major Duties

  • This position is a working leader of a five-to eight-person trail crew. Coordinates work led with the Trails Supervisor, Volunteers, Park Partners, DEWA staff, and other labor pools.
  • Acts as a liaison with the Student Conservation Association, Appalachian Trail Club, Appalachian Mountain Club, Trails Conference and other organizations, providing trail maintenance under formal agreements such as Cooperative Agreement (CA). General Agreement (GA), Memorandum of Agreement (MA), Memorandum of Understanding (MU), Project Agreement (PA), etc.
  • Provides input to Trails Supervisor and/or Facility Manager on trails priorities and equipment or supply needs. Once projects have been prioritized for the work season, incumbent works with supervisor to schedule individual phases of special project or various park projects for the work season. This may include scheduling/coordinating vehicle and equipment use and working with volunteer or youth corps groups.
  • Responsible for the on-the-job safety and health of all employees led. Initiates efforts conforming to established National Park Service Safety Programs to satisfy this responsibility. Responsibilities include identifying and correcting job safety and health hazards, instructing employees on safety requirements for job assignments, reviewing and reporting loss incidents in accordance with National Park Service and Office of Employees' compensation regulations, initiating corrective measures for violations of the Occupational Safety and Health Act standards, and performing periodic inspection of all workplaces under the incumbent's scope of responsibility. Conducts and documents tailgate safety meeting weekly or as needed.
  • Responsible for the coordination of the Facility Management Software System for the incumbent's scope of responsibility including inventory, work programs, reports, work orders, tracking, assuring completion of Daily Work Reports and recommending system modifications.

  • Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • Uniform:You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Probationary Period: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Government Housing is available.
  • Overtime may be required.

Credit will be given for all appropriate qualifying experience. If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Physical Demands: Heavy physical effort is required in bending, lifting, and using hand and power tools in trail work. As examples of typical strenuous activity, incumbent: Frequently lifts and carries objects weighing over 100 lbs., must carry and roll rocks and logs, move rocks of several tons with rock bars, use hammers to crush or shape rock, and use shovel and other hand tools extensively. Frequently hikes up to 10 miles daily and must be able to do so while carrying a backpack, power and/or hand tools. Approximately one quarter of the incumbent's time is spent performing administrative work while sitting at a desk; some period of time is spent driving to various areas of DEW A and traveling to meetings.

Working Conditions: The work environment consists of heated and air-conditioned buildings, operating vehicles and approximately 75% exposure to remote outside environments associated with trails and public use areas. Incumbent must have the ability work effectively in remote areas in close contact with small numbers of people for extended periods of time. Trail work is dusty, and hazardous conditions may exist when moving rocks and logs. working in and around rockslide areas, working around falling and bucking trees, and working around rigging equipment and machinery. Safety Applies safe work practices to all jobs or projects assigned. Is aware of and practices all safe operating procedures common to the craft. Active participant in safety training, tailgate safety talks for their crew, and behavior-based safety program. Reports all accidents immediately to the supervisor or Facility Manager.
