Summary

Located within the VA Boston Healthcare System, this position directs the activities of a Cooperative Studies Program (CSP) Center, which conducts clinical trials and epidemiological studies as part of the Clinical Science Research & Development Service of VHA Office of Research and Development. The Health Science Officer provides scientific and administrative direction on research activities, as well as independently managing specifically assigned clinical research studies.

Duties

Major duties and responsibilities include:

  • Serves as a senior scientist in the design, analyses, and administration of clinical research studies
  • Ensures that the highest levels of scientific standards and established clinical research policies and practices are applied to assigned studies
  • Provides scientific expertise in clinical research activities
  • Participates in senior management and policy decisions regarding strategic planning, priority-setting, scientific direction, and operations
  • Provides methodological and statistical leadership in the design, conduct, and management of multi-site clinical trials and/or epidemiological studies
  • Oversees the analytical plan and processes during the course of a study
  • Serves as a principal program liaison to study/field investigators for providing guidance and oversight of studies and ensuring that all applicable policies are followed
  • Identifies the need for and develops plans for necessary organizational changes
  • Directs the analysis, conduct, and assessment of studies and center activities to ensure compliance with applicable regulations, consistent and accurate documentation and reporting, and to identify deficiencies or opportunities for improvement
  • Ensures fiduciary accountability for center funds
  • oversees the management of the center budget and project funding, and prepares budget recommendations
  • Maintains scientific excellence and integrity of assigned studies
  • Supervises personnel through subordinate supervisors (including scientific, management and administrative staff)
  • Represents CSP in communications and/or meetings with senior management
  • Performs other related duties as assigned



Work Schedule:
Monday through Friday, 8:00am to 4:30pm

Qualifications

All applicants must meet the BASIC REQUIREMENT: Successful completion of a bachelor's or graduate/higher level degree from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences that is appropriate to the work of this Health Science Officer - Director, Cooperative Studies Program Center.

To qualify for this position at the GS-15 level you must have: At least one (1) full year of specialized experience, equivalent to the next lower grade level (GS-14) in Federal Service, that has equipped you with the knowledge, skills and abilities necessary to successfully perform the duties of this Health Science Officer - Director, Cooperative Studies Program Center. Specialized experience is experience where you applied expertise in clinical research methodology, biostatistics and/or epidemiology; Serving as a senior scientist in the design, analyses, and administration of clinical research studies; Managing a clinical research program; and providing feedback to others related to clinical research processes. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

This position includes Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). IMPORTANT:
A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
