Summary

The Health Systems Specialist in the Office of the Medical Center Director reports to a senior member of the Executive Leadership Team (ELT), comprised of the highest-ranking senior executives within the healthcare organization. The Health Systems Specialist utilizes specialized knowledge of the fundamentals of healthcare management and serves as a management representative of the ELT.

Duties

Duties include but not limited to:

  • Develop a thorough, administrative and strategic operational initiatives of the organization that enables the specialist to identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives and priorities, resources, and catchment area.
  • Plan, organize, trends and reviews requests for resources within their assigned executive's chain of command and makes recommendations, based upon the relative needs while considering their ability to utilize the resources requested.
  • Reviews medical center budget initiatives, subsequent justifications and defends for the clinical or administrative service/program to the Medical Center Director as needed.
  • Review audits and evaluations which are conducted at the facility.
  • Participate and lead fact-finding and administrative board of investigations for useful, effective evidence-gathering and reliable, efficient fact-finding in a wide array of circumstances, as charged by the Medical Center Director.
  • Conduct analytical studies on particular operational processes, issue topics, or related special projects. Studies and projects addressed are commonly so diverse and complex that they often require input and assistance from departmental or program offices.
  • Assist the Executive Leadership Team in assessing needs in a realistic fashion, documenting them effectively, and presenting them to a diverse audience of internal and external stakeholders.
  • Serve as the primary liaison on behalf of all elements of the healthcare system between the VISN and headquarters.



Work Schedule:
Monday to Friday, 8:00 a.m. - 4:30 p.m.

Physical Requirements: Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

The Occupational Series 0671 includes an Individual Occupational Requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by OPM.

  • Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (MUST UPLOAD TRANSCRIPTS)

OR,

  • Specialized experience in Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

OR,

  • Successful completion of an agency-sponsored on-the-job training program, it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to meeting both the IOR, you may qualify based on your specialized experience as described below:

GRADE DETERMINATION (GS-13)

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive experience in health care service administration; continuous quality improvement; data analysis; planning, administration, and other key administrative support functions; analyzing and evaluating broad and complex problems, applying extensive qualitative and/or quantitative methods for program improvement and making recommendations for complicated solutions; and experience that gained expert knowledge of health care principles, theories and practices including budgeting, planning, administration, administrative laws, policies, regulations, precedents governing the facility's healthcare programs, and labor/union relationships.

There is no educational substitution for the GS-13 level.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities.

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date. The agency will provide additional information regarding what information or documentation will be needed and how you can request a legally required accommodation from this requirement using the reasonable accommodation process.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
