Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

Duties

Serves as a Licensed Professional Mental Health Counselor Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).

  • The VCD supervises both professional and nonprofessional staff including multi-disciplinary team of mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distant from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center
  • Administrative and outreach staff service functions are also the responsibility of the VCD
  • The LPMHC Program Manager VCD oversees the fiscal, contractual, and operational obligations of the community-based Vet Center
  • Leads the coordination and briefing during meetings with Congressional representatives and their staff
  • VCD takes the lead in planning, establishing and implementing Vet Center policies and procedures, developing staff goals and objectives, monitoring, coordinating and evaluating the work of all Vet Center staff, including social workers, other Hybrid Title 38 Mental Health professionals, Title 5 Readjustment counselors, outreach workers and office Managers
  • Provides direct readjustment counseling services within and outside of the Vet Center to include in-person and virtual services
  • Perform other duties as assigned

BASIC REQUIREMENTS: The basic requirements for employment as a Licensed Professional Mental Health Counselor (LPMHC) are prescribed by statute in 38 U.S.C. **

NOTE:
Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.

Preferred Experience:
Working with combat veterans in providing family counseling services; working with veterans who were sexually traumatized/harassed while in the military; conducting psycho-social assessments and the provision of processing psychotherapy for trauma related conditions; and implementing treatment plans for combat Veterans/and their families.

  • 7402(b)(11). To qualify for appointment as an LPMHC in VHA, all applicants must meet the following:
  • Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g.)
  • Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/.
    • Examples of related mental health counseling fields include but are not limited to: Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling.


    • Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
    • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).

    GS-13 Grade Determination: In addition to the basic requirements, the GS-13 Licensed Professional Mental Heath Counselor (Program Manager), must have at least one year of progressively complex experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency

    Demonstrated Knowledge, Skills, and Abilities (KSAs): In addition to the basic requirements and the GS-13 experience, education and licensure grade requirements, the candidates must demonstrate all of the KSAs below:

    • Ability to make judgments and decisions associated with program management.
    • Ability to monitor program outcomes using data driven quality assurance process.
    • Ability to develop productivity standards appropriate to each service provided.
    • Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.

    The full performance grade level of the 0183 LPMHC Series is GS-1, this vacancy is being filled above the full performance grade level of GS-13.
