Summary

Employee will be assigned to Engineering Service, VA Medical Center Albany, NY, serving as a Motor Vehicle Operator. Employee regularly transports patients when requested to meet program needs and facilitate clinic visits.

Duties

Duties include, but may not be limited to the following:

  • Regularly operates vehicles that have hydraulic type lift gates, air brakes, and those that have a gross vehicle weight in excess of 28,000 pounds to include 20 passenger buses, wheelchair vans, four-wheel dump trucks, and pickup trucks for the facility.
  • Performs preventative maintenance on vehicles which includes checking the oil, water in radiator, tire pressure and tread wear, lights, horn, and any vehicle body damage.
  • Operates vehicles over a variety of roads including interstate highways, narrow country roads winding grades, and in close quarters.
  • Must assist patients in and out of vehicles, which may require to assist wheelchair patients in and out of the station buses and wheelchair vans.
  • Makes oral and written trip reports concerning mileage, time spent, and gasoline and oil purchased on assigned trips.
  • Reports all accidents which occur to assigned vehicle and completes the appropriate form.
  • Drives vehicles to approved service centers for repairs and periodic inspections as well as to local car wash companies for a thorough cleaning.
  • Participates in cleaning and sanitizing all wheelchair vans and ambulances when necessary.
  • Loads and unloads cargo; and utilizes proper lifting techniques when assisting patients in and out of vehicles.
  • Performs other related duties as assigned.



Work Schedule:
Monday - Friday, 9:00am - 5:30pm.

Qualifications

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

The Selective Placement Factor for this position is:

Must possess a valid Commercial Driver's License (CDL) class B with passenger and air brake endorsements. Please do not submit a copy of your license with your application package. You will be required to show your valid commercial driver's license at the time of your interview.

PHYSICAL EFFORT AND WORK CONDITIONS: Must be able to perform tasks necessitating significant physical efforts such as lifting meal trays, hemodialysis solutions, workshop materials, medical equipment and pushing carts and loaded pallet jacks into and out of cargo type vehicles, up and down stairways and/or ramps as required. The employee must also be able to lift litter and wheelchair type patients into and out of ambulances, wheelchair vans and/or up and down stairways and/or ramps as required. Must be able to assist non-ambulatory patients into and out of staff vehicles. The employee will be responsible for lifting up to 125 pounds.

The motor vehicle operator is required to work outside and is occasionally exposed to bad weather conditions while loading and unloading food carts, workshop materials, medical equipment, supplies and patients. The employee drives in all types of traffic and weather and is exposed to the possibility of serious accidents. The operator is subject to cuts, bruises or sprains as a result of accidents while driving and/or loading and unloading cargo and/or medical center related equipment or patients.

Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
