Summary
This position is located within the Office of Research and Development (ORD) at VA Headquarters in Washington DC. The position supports the joint Merit Review Program (MRP) for the Biomedical Laboratory Research and Development (BLR&D) service and the Clinical Sciences Research and Development (CSR&D) service.

Full Time, Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule: Available)
Telework: Available (applicant is required on site 50% of work schedule per pay period)
Remote: This is not a remote position.
Virtual: the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%

QUALIFICATIONS

Specialized Experience:
Experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and that is typically in or related tot he work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS 13) in the normal line of progression for the occupation on the organization.
At least one (1) year of specialized experience equivalent to the next lower grade level (GS 13) in the Federal Service that includes performing the following duties: Establishing policies and procedures for peer review of medical research.; Analyzes funding results for recommended medical research projects.; Processes actions utilizing a computerized processing program.; Oversees budget and coordinates with financial staff. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.)
You will be rated on the following Competencies as part of the assessment questionnaire for this position:
IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Requirements:
The work is primarily sedentary, but some slight physical effort may be required.

Duties

- Facilitates linkages between the administrative and scientific needs.
- Providing oversight to assigned program activities.
- Provides guidance to Field staff on polices.
- Develops program outcome measures.
- Ensures review board members receive annual ethics training.
- Responds to questions from potential investigators regarding the application and review process.
- Analyzes proposal status reports and statistical data.
