Summary

This is a Social Worker psychotherapist position within Behavioral Health Interdisciplinary Program's (BHIP) Trauma Recovery Services (TRS) at the Portsmouth Community Based Outpatient Clinic (CBOC).

Duties

Duties include but not limited to:

• Complete psychosocial assessments to determine the psychosocial functioning, including acuity, high risk or at-risk factors, and needs of the Veterans and/or their families and diagnostic interviews to assess trauma symptoms and PTSD..
• Must be able to utilize this assessment in facilitating the Veteran's maximum use of treatment to attain the highest level of functioning and independence as possible.
• Use social work clinical training, insight, and experience to interpret data to identify treatment options.
• Performs insightful assessment of serious and complicated cases, makes professional decisions and recommendations for treatment for Veterans, subject to supervisor, administrator, and medical approval.
• Must possess knowledge and ability to implement treatment modalities, provide skill-based and Evidenced-Based Psychotherapies in group and individual therapy for Veterans and their families in the Trauma Recovery Services team, and as needed, the BHIP Teams.
• Must be knowledgeable of trauma as well as theories and practices related to the recovery from trauma/PTSD.
• Has has the ability to serve Veterans who tend to have serious frequent and severe crises, lack family or adequate community support network, be poor at self-monitoring, frequently fail to comply with instructions and treatment, and have significant deficits in coping skills and require continuing professional psychological support.
• Must possess working knowledge and experience in use of medical and mental health diagnoses, disabilities, and treatment procedures, including acute, chronic, trauma and PTSD, common medications and their effects/side effects, and medical terminology.
• Must be able to diagnose mental disorders and be able to treat mental disorders through a variety of modalities.
• Active member of the Trauma Recovery Services Team who contributes to program development, consultation, and treatment planning with an interdisciplinary treatment team.
• Must be highly skilled and experienced in establishing and maintaining effective therapeutic relationships with Veterans in Trauma Recovery Services, BHIP teams, and CBOCs.
• Must possess and demonstrate ability to communicate effectively, both orally and in writing with people from varied backgrounds.
• Demonstrates acceptance, interest, encouragement and selective use of questioning, explanation, and guidance in working with Veterans to help them explore their problems.
• Employs Social Work methods and techniques to maintain a therapeutic relationship that will help the veteran work towards the best way of dealing with his/her problems.
• Serves as a liaison and consultant for Veterans and their families regarding community resources, VA benefits, VA specialty programs, and advanced directives.
• Must maintain knowledge of resources within and outside of the VA. Provides consultation to the TRS team members, staff from other programs, and community resources to provide coordination of care and facilitate recovery oriented mental health care to meet the psychosocial needs of the Veteran and/or their families.
• Must be experienced with engaging multiple resources to develop and carry out treatment plans, ensure delivery of services, coordination of care, and increase engagement and compliance in treatment.
• Responsible for supporting the mission, policies, and procedures of the Department of Veterans Affairs, the Veterans Health Administration, the appropriate Veterans Integrated Service Network, and the facility.
• Serves on committees, work groups, and task forces at the facility, VISN, and/or National VA as deemed appropriate by supervisor and Service Line Chief.

Work Schedule: Monday- Friday 8:00am- 4:30pm

Pay: Competitive salary and regular salary increases.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
• Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
• (1) Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.

Grade Determinations:

GS-09 Experience, Education, and Licensure: None beyond the basic requirements.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:

• Ability to work with Veterans and family members from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds utilizing counseling skills.
• Ability to assess the psychosocial functioning and needs of Veterans and their family members, and to formulate and implement a treatment plan, identifying the Veterans problems, strengths, weaknesses, coping skills, and assistance needed.
• Ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
• Ability to establish and maintain effective working relationships and communicate with clients, staff, and representatives of community agencies.
• Fundamental knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
  
  

Assignment. Social workers at the GS-9 entry level are typically assigned to program areas that do not require specialized knowledge or experience. Duties may include but are not limited to: identifying behaviors or symptoms of abuse, neglect or exploitation; providing education on advance directives and advanced care planning; providing social work case management; acting as an advocate with appropriate VA and community service providers/agencies when it serves the best interest of the Veteran and family members/caregiver; assessing the psychosocial functioning and needs of Veterans and their family members identifying the Veteran's strengths, weaknesses, coping skills and psychosocial acuity, in collaboration with the Veteran, family, and interdisciplinary treatment teams. Since social workers at this level are not practicing at an independent level, they should not be assigned to program areas where independent practice is required, such as in a CBOC, unless there is a licensed social worker in the program area who can provide supervision for practice. GS-9 social workers provide psychosocial services in the assigned area under supervision.

GS-11 Experience and Licensure: A minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, and licensure or certification in a state at the independent practice level.

OR

• Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.
  
  

AND

Demonstrated Knowledge, Skills, And Abilities: In addition to the experience above, candidates must demonstrate all of the following KSAs:

• Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
• Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds.
• Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan.
• Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals.
• Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
  
  

Assignments. This is the full performance level. Social workers at this level are licensed or certified to independently practice social work. Incumbents are assigned to all program areas, including but not limited to: inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, and geriatrics. Duties include but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence; use of clinical social work skills and knowledge to maintain Veteran privacy and confidentiality per policies, handbooks or directives. Incumbent independently assesses the psychosocial functioning and needs of Veterans and their family members, identifying the Veteran's strengths, weaknesses, coping skills, and psychosocial acuity. In collaboration with the Veteran, family/caregiver, and interdisciplinary treatment team, the social worker facilitates the delivery of health care services. The social worker identifies family/caregiver stressors, conducts assessment and provides interventions. The incumbent provides case management and care coordination to facilitate appropriate delivery of health care services, incorporates complex multiple causation in differential diagnosis and treatment of Veterans, including making psychosocial and psychiatric diagnoses.

The full performance level of this vacancy is GS 11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS 9 to GS 11.



Physical Requirements: The physical demands of the work are generally minor. The work is primarily sedentary in nature and usually occurs within climate controlled clinical and administrative settings.
