The incumbent provides oversight/leadership, leading the enterprise-wide End User Operations (EUO), Operational Policy and Security, Litigation Hold Team and is responsible for planning, developing, delivering and monitoring IT solutions to the VA.

Major Duties:

  • Advanced IT concepts, methodologies and best business practices in applying solutions that will enhance operations.
  • Extensive knowledge of hardware, software, peripherals, and their relationships with the operational, technical, and system architectures.
  • Identifies and resolves root causes of problems that degrade delivery of essential Information Technology services.
  • Provides direction, leadership, and mentoring to develop and foster the leadership and management skills of subordinate staff.
  • Directs, reviews, and participates in the design, development, implementation, and maintenance of automated information systems and technical architectures in compliance with VA directives.
  • Identifies solutions to facility IT challenges for resources allocation and provides advice and guidance regarding current and future information systems concepts, doctrine, methods, practices, operations, and technologies.
  • Plans schedules and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness.
  • Participate in decision-making processes and recommend ways IT can contribute to organizational success.
  • Develops long range program goals and objectives, assigns projects to subordinates and monitors operations to reach objective.
  • Identify technology opportunities that will have a significant effect on ability to support customer base and perform the mission.
  • Resolves a variety of conventional and unconventional automated technologies and information management concerns or situations and recommends action based on knowledge of emerging technologies.
  • Plans, directs, and provides technical guidance to improve the Area Information Systems program and IT computing environment.
  • Uses high-level technical expertise to accomplish analysis of options for applications, communications and network changes.
  • Responsible for a wide range of IT management; strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture.
  • Mastery of the application of wide-range of qualitative and quantitative analytical and evaluation methods to identify and advise on IT programs to improve processes or mission performance.
  • Mastery of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables monitoring activities, and evaluating and reporting accomplishments.

Physical Demands: The work may require some physical effort, such as standing, walking, bending, or sitting. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.



  • Note: If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. See the submission requirements in the Required Documents section of this announcement.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an Individual Occupational Requirement (IOR). As a pre-requisite to the Specialized Experience requirement, you must meet the following basic education or experience requirements.

  • Basic Experience Requirement: The basic experience requirements MUST be substantiated in your resume. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE REQUIREMENT: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

  • Specialized experience is defined as:
