Primary Task 1: Professional services to support the Council's grant programs.
- Technical services to support the Council's grants management system
- Professional services to document system changes, as necessary, and impacts to internal and external users
- Prepare grants management system user guidance, frequently asked questions, presentations, and other materials to assist grants management system user base
- Document guidance and policy decisions made by the grants and program team and Executive management relating to management of grants and agreements
- Draft and/or update internal and external policies and procedures relating to management of grants and agreements
- Document Standard Operating Procedures, as they pertain to the grants management and the electronic grants management system, as those procedures are developed or updated
- Serve as the technical point of contact for DATA Act, GREAT Act, and USASpending activities, including preparation and submittal of bi-monthly reports to the federal DATA Act Broker through Financial Assistance Broker Submissions (FABS)
- Assist grants, programs, financial and enterprise risk management team members in assembling, summarizing, organizing, and filing documentation associated with the management of grants and agreements
- Assist in the retrieval and compilation of grant and agreement data, information and reports in response to internal and external audit sampling
- Develop and recommend procedures and tools for collection of information related to the performance of grants and agreement in order to improve efficiency and support compliance activities
- Troubleshoot electronic grants management system errors and provide technical assistance and resolution for GCERC staff and recipients
- Provide technical assistance and recommendations in the evaluation of any potential system alternatives for the management of Council grant and program data, if necessary
- Manage the migration of data from existing systems to any successor system(s), if necessary
- Provide secondary support to the GCERC Help Desk
- Provide first-line support to Council GrantSolutions and PIPER internal and external users (including support to any successor system[s]). This includes responding to both calls and emails. Work with individual users and GrantSolutions and PIPER support staff to determine the cause of errors, identify system issues (when present), and document those issues when they cannot be resolved
- Perform extensive testing of new configuration features, tasks, forms, automated communications, and/or workflows prior to those features being made available to external end users
- Assist the grants and programs teams in managing grants management system feature requests and developing requirements for new features and functionality
- Develop customized training materials for both internal and external end users of GrantSolutions and PIPER
- Assist in providing grants management system training to both internal and external users. Both in-person and web-based trainings are anticipated
- Conduct special analyses, reports, surveys, inquiries, and evaluations regarding grants team activities and other grants-related matters
- Track and summarize grants and program team performance and progress, including developing and/or recommending templates and processes
- Compile, format, review, and quality-check status reports submitted to GCERC Executive management, stakeholders and other external customers within standard electronic Microsoft and Google formats
- Analyze and summarize financial and performance information submitted by grant and agreement recipients using processes and templates to be refined or developed and recommended to the Grants Director and CFO
- Prepare and develop program management plans
- Bachelor's Degree
- THREE (3) or more years' experience in Grants Management
- In-depth knowledge of workflows, business rules, database structure, and system logic to support Council's electronic grants management system and any other systems utilized by the Council that provide for the capture, storage, and management of grant-related Council data.
- In-depth knowledge of the RESTORE Act, the Comprehensive Plan, and the goals and objectives to be supported by GCERC funding opportunities.
- In-depth knowledge of the DATA Act, GREAT Act, the Federal Integrated Business Framework (FIBF) for grants, federal data standards and reporting requirements, and the overall state of data and transparency initiatives occurring within the federal government.
- Working knowledge of grants law, regulations, policies, and procedures.
- In-depth knowledge of the Grant Solutions GMM (Grants Management Module) and BI Insight Reporting Module
- In-depth knowledge of PIPER
- Demonstrated experience implementing and/or migrating electronic grants management systems.
- 0800 to 1700 Monday through Friday
