Chief Operations OfficerSalary Range : 193,866.00 - 193,866.00Closing Date : 2 / 28 / 2025Job Summary : The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics, and administrative counsel.This position is located in the Immediate Office Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Chief Operations Officer provides engineering and technical support in the following areas : Voice Communications, Server and Storage Management, Network Operations, House Cloud Operations, and Administrative Support. The teams within this COO support the infrastructure (circuits, cabling, servers, data storage, voice systems, Network, and other physical infrastructure) that provides computing and telecommunications services to the House.Key Responsibilities : Manage the systems design, development, testing, implementation, and maintenance for information systems projects within HIR.Direct comprehensive, nationwide systems engineering programs to modernize and maintain information systems in the House.Lead change through the development and implementation of organizational vision that integrates with the strategic plans of the CAO and the House.Provide leadership to multiple Directorates in Networking, Telecom, and Enterprise Operations, reviewing and evaluating performance of subordinates, and preparing performance reports.Plan and manage short- and long-range budget activities.The position has day-to-day supervisory / managerial responsibilities and access to Personally Identifiable Information (PII).Major Duties / Responsibilities : Lead the ongoing operation and future planning for nationwide information systems within the responsibility of the CAO.Provide ongoing operation and future planning for House Cloud Services.Assist the CIO and Deputy CIO in directing the operations of HIR.Manage budgeting and purchase of hardware and software licensing in support of information management systems projects.Keep abreast of current information systems technology and industry developments.Advise relevant staff on major industry issues and developments.Review and analyze House information systems for policy and procurement decisions.Prepare annual budget estimates and corresponding testimony for the Legislative Branch Appropriations Subcommittee.Manage the implementation of advanced information systems management technology and products.Conduct normal administrative and personnel management activities.Provide guidance to staff and supervisors on desired results and planning considerations.Establish procedures to systematically review subordinate supervisors’ accomplishments.Perform other official duties as assigned.Qualifications : Experience and / or Education Requirements : Master’s degree in Computer Science / Information Management Systems, or equivalent senior-level technical experience.Experience with the systems development life cycle, and program and project management.Experience performing as a technical leader on enterprise-level information technology projects.Experience leading enterprise-level deployments of multi-cloud and cross-cloud solutions.Knowledge, Skill, and Ability (KSA) and Competency Requirements : Knowledge of and skill in financial and administrative areas, including budget preparation and contract negotiations.Knowledge of complex systems engineering, design, development, implementation, and support.Ability to communicate effectively with various stakeholders.Demonstrate HIR Technical Competencies : Analytics, Compliance, Internal Controls, Contracting / Procurement, Emergency Response Planning, Financial Management, Information Assurance, Project Management, etc.Demonstrate general competencies : Accountability, Adaptability, Collaboration, Communication, Customer Orientation, etc.Demonstrate leadership competencies : Coalition Building, Decision-Making, Leading People, Results Orientation, and Strategic Planning.Physical Requirements and Work Environment : This position is located in an office setting that is adequately heated, lighted, and ventilated. The work involves carrying light items such as books and small office equipment. The incumbent must be able to meet minimum physical requirements.Security Requirements : Must successfully complete a criminal history records check.Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.Must be able to secure and maintain Federal Government security clearances.Other Significant Facts : Essential for the purpose of lapse in appropriation / furlough.On-call 24 hours a day, 7 days a week.Occasional travel required.This position is considered Critical Staff and may require additional hours.Continued employment is contingent upon satisfactorily completing a criminal history records check and a pre-employment drug test.#J-18808-Ljbffr
