Duties

The incumbent must be a customer service professional who can work in a fast-paced and dynamic work environment. The primary purpose of this position is to serve as the supervisor and principal authority for ICE's employee relations program. The incumbent provides leadership and expert policy advice and guidance in developing and implementing employee relations policies and strategies. Typical work assignments include :

Use a mastery of employee relations knowledge, including strategies and techniques for improving ICE's employee relations program by applying new techniques and methodologies.Provide policy leadership and expert technical advice and guidance within OHC / ICE on the implementation of ICE's employee relations program.Serve as the ICE employee relations policy point of contact for other agencies and components on issues concerning employee discipline.Serve as the ICE employee relations policy representative on interagency working groups for the development of employee relations policies.Establish and maintain effective relationships with ICE program offices and create, promote, and maintain a constructive and collaborative employee relations environment.Keep abreast of developments in employee relations policy.Advise management on the impact of changes to statutory or regulatory responsibilities to maintain and effectuate employee discipline.Manage and independently prepare employee relations policy papers, position papers, briefing books, and progress reports pertaining to matters of interest to senior officials throughout ICE.Initiate and monitor studies and analyses affecting management of program requirements such as funding, milestones, and deliverables necessary to implement the employee relations program.

Requirements

Qualifications

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as :

Directing a comprehensive employee relations program;Serving as a program manager / policy expert in employee relations with oversight regarding designing and conducting comprehensive studies;Evaluating and making employee relations recommendations concerning overall plans and proposals for complex agency projects;Providing guidance and consultation to management on a variety of employee relations issues;Developing policy statements, procedural instructions, and program guidelines necessary for establishing, communicating, and carrying out the employee relations program.Qualification requirements must be met by the closing date of this announcement. Supervisory Probationary Period :
