Responsibilities You will analyze human resource requirements and capabilities for current and projected workloads; track authorized and assigned workforce; keep management informed of workforce authorization issues. You will conduct management surveys and research projects and provide advisory services on substantive issues of moderate scope and impact to assess the effectiveness of program operations. You will analyze and evaluate quantitative or qualitative effectiveness of line program operations in meeting established goals and objectives. You will assist and advise management on realignments and personnel between divisions, distribution of work among positions and employees, efficient use of employees, etc. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Conducting comprehensive analytical studies of organizations or major management functions to improve operations and personnel management; knowledge of ISO-9001 Quality Management System requirements, ISO 19011 Auditing Management Systems, Project Management tools and techniques, and process improvement methodologies (Lean, Six Sigma, Theory of Constaints). Practical experience leading process improvement initiatives (Kaizen, DMAIC Project), leading cross functional teams, and managing change. Strong data analytics skills with advanced Microsoft Excel skills and competency in Power BI and Power Apps.
