Duties
The selectee will serve as a Lead Contracting Specialist in the Office of Enterprise Readiness, Procurement Division. Typical work assignments include:
- Developing acquisition procedures and strategies.
- Providing authoritative interpretation of the Department of Homeland Security policies, Federal Acquisition Regulations, and procedures on implementation of those policies.
- Serving as a Contracting Officer to enter binding contracts on behalf of the Government for commodities and services.
- Planning work to be accomplished by junior contract specialists, setting and adjusting short-term workload priorities based on decisions concerning acquisition strategies, and preparing schedules for completion of contractual actions.

Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.
Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below:
BASIC REQUIREMENTS:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
OR
B. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy as of January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph C. (Please Note: Unless you have held a GS-1102 position prior to January 1, 2000, this exception only allows you to apply for positions at your current grade level. In order to be promoted to a higher grade level, you must meet the Basic requirement above. You must provide an appropriate SF-50 to verify your grade level if you are a federal employee and applying for this exception).
OR
C. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraph A above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph C, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. AND
You qualify for the GS-14 level (starting salary $$142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:
- Developing acquisition procedures and strategies and evaluating purchase requests to ensure appropriation law consistency;
- Conducting market research, negotiating contract terms and conditions with interested suppliers and awarding contracts to successful offers;
- Ensuring contractors adhere to regulations by periodically evaluating their performances and terminating contracts when contractors violate terms and conditions;
- Directing the full range of contract administration required to include issuance of contractor modifications, negotiation of changes and investigation and resolution of contractor delays.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
- You must hold a FAC-C (Professional) or equivalent certification.
