What are the responsibilities and job description for the Human Services Program Specialist (Public Education Specialist 4) position at UC Davis Continuing and Professional Education?
Under the direction of the CTS Program Director, support client relationships and lead and develop training curriculum development projects for human services contracts that provide for approximately 1200 to 2000 training units/days annually, generating approximately 40,000 enrollments per year. Act as a project manager and curriculum developer, provide oversight of curriculum development by other subject matter experts for human services training contracts serving California county and state social services agencies and community-based organizations. Maintain professional relationships with subject matter experts in the field of human services and contracting agencies to ensure successful assessment, development and implementation of customized training. Assist with recruitment of trainers and curriculum developers. Develop and analyze curriculum to ensure it meets adult learning standards and course objectives are met within the content. Provide support to human services agencies to support transfer of learning. Monitor trainers through on-site and virtual observations and training evaluations; provide feedback to ensure quality in delivery of training programs. Lead work teams of subject matter experts to develop learning content for client service topics such as Aging and Adult Services, In-Home Supportive Services, Behavioral Health, Eligibility, and Employment Services (CalWORKs, CalFresh and Medi-Cal) programs. Maintain client satisfaction that fosters retention and expansion of annual contracts.
Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- Bachelor’s degree in social work, psychology and/or equivalent experience/training
- Expertise in at least one Human Services subject area, such as eligibility and employment services, adult services, behavioral health, or other human services program.
- Experience writing and developing curriculum in the field of Human Services, including applying principles of adult learning and continuing education. Excellent written communication skills, including editing and proofreading skills. Skills to synthesize information and convey it to trainers for the development of course curriculum.
- Experience with project management, including working independently, establishing priorities, developing and implementing a course of action, monitoring the plan, reviewing and evaluating results.
- Experience with contract/client management and assessing client needs to appropriately develop new programs/services.
- Experience using MS Office Suite for Windows (Word, Excel, PowerPoint and Outlook), databases and business tracking systems.
- Knowledge to analyze program evaluation results and develop recommendations for senior management. Analytical skills to define a problem, identify issues, analyze data and alternative solutions, weigh consequences of solutions and make recommendations and decisions.
- Interpersonal skills to develop and maintain relationships with diverse and culturally sensitive client bases, including public relations skills to maintain the highest level of customer service and communicate professionally, orally, in writing and before groups.
Preferred Qualifications
- Experience writing and developing curriculum in Eligibility and Employment Services.
- Experience with CalSAWS.
- Experience in collaboration with Behavioral or Public Health.
- Experience in developing and facilitating meaningful learning content to a diverse and experienced audience.
- Experience identifying, recruiting, hiring, and negotiating compensation for trainers and speakers.
- Experience in developing and analyzing lesson plans, course handout materials and training to determine if goals and objectives are met.
