Program Specialist (PUBL EDUC SPEC 4)

Under the general direction of the Title IV-E Site Director, support the Title IV-E Education Program by providing program development, project management, curriculum development, consultation, and technical assistance related to child welfare best practice and social work education. Serve as a subject matter expert in Child Welfare Services and Title IV-E-funded child welfare social work education. Represent the Title IV-E program in a variety of communications, meetings, collaborations and partnerships with other agencies. Lead statewide committees and curriculum development projects related to child welfare social work education subject areas. Develop educational materials with input from a wide variety of stakeholders. Collaborate with subject matter experts (SMEs) to manage the overall curriculum and content development process and ensure program quality. Develop workplans for and execute projects including curriculum development, social work education competency development, student recruitment efforts, conferences, convenings, statewide meetings and other deliverables, ensuring projects are delivered on-time, within scope and budget, and meet contract obligations. Cultivate, develop and enhance relationships with a variety of stakeholders to deliver innovative services that meet their needs. Minimum Qualifications - For full consideration, applicants are encouraged to upload license and / or certification if required of the position

• Bachelor's degree in social work, psychology and / or equivalent experience / training with in-depth experience and knowledge of Child Welfare Services practices and principles.
• Experience developing curriculum for a child welfare training audience and delivering workshops or trainings.
• Project management or related experience to work independently and oversee multiple, concurrent projects / deliverables of a complex nature, to establish and adjust priorities, and to develop a course of action, monitor plans, ensure timely completion, review and evaluate results. Experience driving project deliverables while influencing without authority.
• Experience leading teams and facilitating workgroups or committees, including leading others in planning and implementation efforts, consensus building, and conflict resolution.
• Experience leveraging technical solutions for remote project management. Comfortable using technology, such as Zoom for webinars, events, and focus groups, Microsoft 365, Box, Google Suite, Qualtrics, Smartsheet or other project management tools.
• Thorough and effective verbal, written and interpersonal communication skills with professional poise to present to, interact with, and work collaboratively with diverse constituencies including SMEs, child welfare professionals, allied professions and internal clients.

UC Davis Continuing and Professional Education (CPE) is the lifelong learning arm of the university. The division maintains the most diverse portfolio on the campus, with programs spanning pre-college, professional continuing education, workforce development, international academic and cultural exchange, and training services for corporate and agency partners. As a global leader in continuing education, CPE serves learners regionally, nationally and globally, and posts more than 55K enrollments annually making it the third largest UC Extension by enrollment. Beyond its community-facing role, CPE serves as the internal hub for online education in support of other academic units on the campus. CPE employs approximately 180 employees and draws on the expertise of approximately 1,700 instructors.

Human Services, a department within UC Davis Continuing and Professional Education, provides continuing education and professional development programs for the human services workforce throughout California. Within UC Davis Human Services, the California Title IV-E Education Program provides specialized professional education and monetary support to undergraduate and graduate students who intend to pursue or continue a social work career in the field of public child welfare. In partnership with the California Department of Social Services (CDSS), UC Davis Human Services has responsibility for administering this program for the 10 schools of social work in the Northern, Bay Area and Central regions of the state.
