Occupational Safety Specialist, Electrical Safety

This position combines professional electrical safety engineering expertise with electrical safety program development, and safety training. Reporting to and taking direction from the Electrical Safety Program Lead, the role provides critical support to the Laboratory’s electrical safety program by developing and updating policies, program descriptions, and implementation plans.

The position requires maintaining expertise in applicable codes and regulations, recommending updates to policies and procedures in response to changes in standards, best practices, and assessment findings.

As a subject matter expert (SME) for electrical worker and systems safety, the position oversees the implementation of the electrical safety program, serves on the Electrical Safety Committee, and delivers both hands-on and classroom training in electrical safety work practices and Lockout/Tagout (LOTO) procedures.

If serving in an Authority Having Jurisdiction (AHJ) position you will increases awareness of electrical hazards and mitigation strategies through clarifications and interpretations of electrical standards, codes, and requirements. Additional responsibilities include supporting other aspects of industrial safety, such as OSHA compliance evaluations, accident and incident investigations, and the development and delivery of safety programs and training.

This role involves regular collaboration with National User Facilities, Research Organizations, and Operational Organizations to support world-class research and operational excellence. A key focus of this position is managing the 10 CFR 851 Occupational Safety Portfolio within the Environmental, Safety, and Health (ESH) Directorate, which encompasses several critical safety programs.

Key Responsibilities:

• Program Management:
  • Develop, update, and implement policies, program descriptions, and plans for the Laboratory’s electrical safety program.
  • Serve as program manager for the electrical Lockout/Tagout (LOTO) program and coordinates with the HEC Program Manager to oversee its implementation.
  • Coordinate the Laboratory`s comprehensive electrical safety program and its implementation.
  • Act as the secretary to the Electrical Safety Committee.
• Training and Education:
  • Oversee the site-wide Qualified Electrical Worker (QEW) program. 
  • Develop and deliver classroom and hands-on electrical safety training
  • Create web-based training content with basic instructional design principles.
• Safety Oversight:
  • Serve in one or more Authority Having Jurisdiction (AHJ) or Deputy AHJ roles for electrical safety.
  • Select and apply appropriate codes and standards to new facilities or modifications to existing facilities/processes.
  • Interpreting on how to comply with applicable codes and standards.
  • Conduct OSHA compliance evaluations, electrical safety audits, and risk assessments.
  • Provide clarifications and interpretations of electrical safety codes, standards, and requirements.
• Incident Management:
  • Lead or participate in fact-findings and investigations of electrical incidents.
  • Analyze data and recommend measures to prevent recurring incidents.
• Subject Matter Expertise:
  • Serve as the Laboratory’s subject matter expert (SME) for electrical worker and systems safety.
  • Support design reviews of experiments and systems for compliance with electrical safety standards.
  • Provide guidance on electrical hazard assessments for AC and DC systems, including high-voltage applications.
• Collaboration and Communication:
  • Effectively communicate safety challenges and solutions to workers, stakeholders, and management.
  • Consulting with line management regarding appropriate actions when compliance cannot be achieved.
  • Foster teamwork and model Laboratory core values, including Impact, Safety, Respect, Integrity, and Teamwork.

Position Requirements

• Extensive knowledge of low, medium, and high-voltage AC and DC systems, including accelerator-related systems.
• Experience applying the National Electrical Code (NEC) and National Electrical Safety Code (NESC) through plan review and inspection of all types of buildings.  Must be knowledgeable on review, evaluation and enforcement of applicable industry and regulatory standards, NEC, safety codes, design standards and environmental regulations pertinent to the electrical engineering discipline.
• Familiarity with applicable standards and regulations (NFPA 70E, IEEE, NESC, NEC, IBC, DOE 10 CFR 851, OSHA).
• Experience in reading and interpreting blueprints, diagrams, submittals, specifications, programs schematics and operational/product manuals.
• Experience with assessing electrical hazards and risks associate with designing research and development experiments and associated systems and apparatus.
• Experience developing and implementing electrical safety programs, conducting assessments, and leading audits.
• Proficiency in delivering classroom, hands-on, and web-based training.
• Demonstrated ability to investigate incidents and recommend actionable solutions.
• Ability to effectively communicate problems and solutions to workers and management, orally and in writing, to make good judgments and decisions in all situations, and maintain effective interpersonal relationships.
• Ability to review and monitor implementation of safety programs through project and facility documentation.  Examples include work planning and control documents, procedures, and safety basis documents.
• Ability to apply computer-based tools for reporting and tracking findings.

Education Requirements

• Bachelor's degree (preferably in Electrical Technology) and 8 years of relevant experience; or
• Master’s degree and 5 years of relevant experience.

Required Qualifications

• Certified Electrical Safety Compliance Professional (CESCP) or Certified Utility Safety Professional (CUSP) is a requirement or the ability to obtain within one-year of hire.

Preferred Skills and Certifications:

• Professional Engineer (PE) license.
• Experience in electrical utility, or industrial/manufacturing operations, or research and development environments, particularly designing and assessing electrical safety program elements.
• Demonstrated leadership in managing electrical safety programs
