Job Function

Home and Community Based Services (HCBS) are available to both children and adults being served by the Division of Developmental Disabilities (DDD). The programs objective is to provide highly personalized, attentive and well-trained care in three main areas of service: Attendant Care, Habilitation, and Respite in the member’s home and/or community.

The Program Manager is responsible for supporting and supervising the operations of the Home and Community Based Services (HCBS) program. The Program Manager oversees the delivery of services to members to ensure the program meets the standards set by UCP and the Division of Developmental Disabilities (DDD). In this role, the Program Manager plans, organizes, coordinates, manages, and directs the program, projects, and activities related to the HCBS and evaluates the delivery of comprehensive services relevant to the success of individuals with disabilities in conjunction and under the direction of the Vice President of Adult Program Operations. This position directly supervises assigned employees and establishes a positive work environment characterized by challenging work, a team approach to problem-solving, individual recognition for excellence, and the collective celebration of success.

Essential Functions:

  • Manage the overall operations of the HCBS programs within the policies established by the UCP; ensuring compliance with all applicable licensing regulations. Able to complete training programs and pass associated tests to meet competency requirements
  • Coordinate the design, implementation, and evaluation of systems developed to meet HCBS division goals and objectives.  As required by the license, ensure manual dexterity to keep documentation records; assess and provide behavior management in crises and call for assistance if needed, and be able to physically perform CPR/First Aid.
  • Attend HCBS meetings to ensure deliverables and outcomes are consistent with the program mission.
  • Monitor and review incident reports, internal reviews of maltreatment; the evaluation of the satisfaction of services related to member service delivery and rights; and the attainment of staff competency and training requirements.
  • Participates in the preparation of the fiscal budget and manages to maintain service levels and expenditures including approving expenditures.
  • Supervise, interview, train, evaluate, discipline, and terminate all assigned employees in a manner consistent with company policies and practices.
  • Demonstrate knowledge of contractual, legal and regulatory requirements (i.e. workers comp, benefits, FMLA, etc.)
  • Ensure equitable workloads among program employees.
  • Maintain adequate coverage for staffing at all times.
  • Review all the documents for the HCBS for concerns about accuracy and compliance. Monitors compliance for respite program.
  • Ensures files and records comply at all times.
  • Provide leadership and direction to assigned employees consistent with the company’s policies to ensure work is completed on time, within allocated resources, and in a manner that develops leadership skills.
  • Must be able to provide own transportation to and from provider meetings and community engagements.
  • Provide program outreach into the community, and engage in planning events and program enhancements.
  • Marketing of the program to external consumers, including providing guided tours.
  • Seek grant opportunities, apply for funding, and submit grant requirements such as reporting financial, milestones or evaluations.
  • Monitor HCBS member billing and payroll, follow up as necessary to ensure timely payment, and make adjustments, as needed to meet budget projections.
  • As scheduled, complete duties as the primary backup to the Vice President of Adult Program Operations.   
  • Complete other duties as assigned.

Qualifications


  • Must be at least 18 years of age or 25 for positions that require the employee to be a driver and have a High school diploma or GED equivalent, previous supervisory experience, and/or human services experience. 
  • For assignments that require the employee to drive a vehicle, have a valid state driver’s license, and meet the minimum requirements outlined in the company’s Transportation Policy. Must be able to demonstrate competency in the following areas: operate an agency transport vehicle, and load and safely unload vehicles. 
  • Ability to pass criminal background and fingerprint checks and complete pre-employment drug/alcohol screening following a conditional job offer as well as throughout employment and provide 3 verifiable non-family references.
  • Demonstrated ability to productively collaborate with clients, co-workers, external constituents, committees, and UCP Managers.
  • Superior writing skills with an ability to use computer technology to promote efficiency and enhance presentations/materials. Be able to speak, read, and write English
