Overview
Congressional Liaison Analyst (NPAO):
Bowhead is seeking a Congressional Liaison Analyst for an upcoming effort located at the Navy Yard in Washington, DC. The Congressional Liaison Analyst will provide subject matter expertise on defense budget and policy issues, identifying potential impacts and legislative engagement strategies required to achieve organizational and programmatic needs.
Responsibilities
- Review and analyze defense legislation for potential impacts to Navy programs and initiatives.
- Produce written documents for senior officials including briefing materials, legislative summaries, background papers and correspondence.
- Develop tracking mechanisms to identify and document funding and language impacts to Navy programs and policies.

Qualifications
- Bachelor of Science degree in Political Science. Minimum 7 years of experience analyzing and writing on federal congressional actions.
- Preferred five years of experience in defense acquisition.
- Strong understanding of the enactment process for defense authorization and appropriation legislation
- Working knowledge of the Navy’s Planning, Programming, Budgeting & Execution Process (PPBE) process.
- Familiarity with Navy acquisition programs and initiatives.
Physical Demands:
- Must be able to lift up to 15 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
