What are the responsibilities and job description for the Business/Administrative Associate II (Associate Director for Human Resources and Finance) position at uic?
This position provides oversight and management of the Human Resources and Financial Operations of the Graduate College. The position involves implementing and advising the Dean on issues of compliance, financial planning, human resources, and facilities management. The position is also responsible for drafting and implementing policies in these areas to improve operations and ensure compliance.
Duties & Responsibilities
Financial Administration: Provides oversight and management of college-wide finance and business operations. Monitors college accounts to ensure fiscal responsibility and compliance with university, state, federal, and professional standards. Responsibilities include, but are not limited to:
Preparing budget materials and advising the Dean on the college’s annual budgeting process
Leading all budgeting, cost accounting, fiscal reporting, reconciliation, and financial compliance activities of the college
Providing the Dean with analysis in key areas such as compensation and expenditures
Monitoring MOUs and budget requests and preparing status reports and financial data
Overseeing purchasing and vendor contracts
Administering scholarship and award payments
Overseeing the Purchasing and Travel Card Programs as the department card manager (DCM)
Representing the college to the Office of Budget and Financial Analysis, campus and university finance units, and at the Business Officers’ Council meetings
Performing other related duties as assigned.
Human Resources Administration: Provides oversight and management of college-wide human resource operations by administering activities for recruiting and hiring staff and faculty. Provides guidance to the Dean regarding UIC Human Resources operations and collaborates to develop staffing plans based on budget and operational needs to support efficient operations. Responsibilities include, but are not limited to:
Overseeing the recruitment and search efforts for all positions within the college
Serving as processor for all human resources and payroll transactions
Coordinating and ensuring the college’s compliance with all mandated training and reporting; maintaining consistent policies, procedures and proper documentation in all areas of human resources
Advising the Dean in the development of internal HR procedures and practices consistent with HR policies, the state university civil service system, and labor union agreements; overseeing facility requests and building access
Representing the college at the HR Advisory Council & Practice Group meetings and serving as the contact between college and central HR
