Responsibilities
- Develop, write, and maintain internal policies, procedures, and processes in support of the Subcontract and Procurement functions
- Coordinating and facilitating procurement file audits and corrective actions that comply and adhere to our internal Procurement Policy, CPSR Requirements, Purchasing System procedures, Federal Acquisition Regulations Defense Federal Acquisition Regulations (DFARs), and all applicable laws
- Triage current state subcontract functions to find areas of improvement, and develop efficiencies to build a more effective and streamlined future state process
- Preparing and submitting CPSR documentation and reports to DCMA
- Training and mentoring procurement staff on CPSR requirements and best practices
- Staying updated on the latest changes to Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR) and advising senior leadership on potential impacts to UICCS operations.
- High School Diploma
- A certification in procurement, such as CPCM, CFCM, or CPSM is desirable
- A thorough knowledge of Subcontract Management and Procurement concepts; and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) and General Services Administration Acquisition Regulation (GSAR)
- Experience and knowledge of Contractor Purchasing System Review (CPSR), Procurement Policies and Purchasing Systems
- Knowledge and experience with Deltek Costpoint
- Experience performing price analysis, source selection, negotiations, and subcontract administration and being able to train others in the organization
- A strong analytical, problem-solving, and communication skills
- Strong computer skills in Microsoft Office (Word, Excel, and PowerPoint), as well as the ability to learn new computer applications
