Summary:
The Vice Chancellor for Finance and Administration is an executive-level position reporting directly to the Chancellor and serving as a member of the Chancellor's Cabinet. As a member of the central administrative team, the Vice Chancellor for Finance and Administration shares in the formulation and implementation of the University's mission to provide a uniquely student-centered educational experience both in and out of the classroom through active learning, meaningful research and impactful civic engagement that prepares graduates to contribute fully to society. The VCFA has responsibility for budgetary and financial accountability and creating financial and administrative strategies to support and enhance those goals.
Duties & Responsibilities:
Provide leadership and executive oversight of the University’s financial and administrative operations including fiscal planning, budget development and control, purchasing and procurement, contract management, human resources, facilities management, public safety and environmental safety.
Act as Chief Financial Officer of the University. Oversee the preparation of the University’s operating budget, audit, capital and deferred maintenance requests, and all financial reports. Administer cash management and investment programs. Serve as liaison in the preparation of budgets for auxiliary enterprises. Direct efforts to achieve organizational efficiencies and opportunities to strengthen the University’s financial position.
Ensure university compliance with state and federal regulations. Direct the development of applicable university policies and procedures to ensure their proper documentation and consistent application.
Formulate, maintain and update organization and strategic plans for the division and ensure that appropriate assessment tools are available and used for all significant functions.
Chair or serve on various campus committees including Chair, University Planning and Budget Committee; Chair, UIS Tuition and Fees Committee; Chair, Facilities Space Allocation Committee; Member of Strategic Hiring Committee, administration’s collective bargaining team while representing UIS on several system-level advisory committees.
Represent the University on budgetary and administrative matters to external constituents; serve as a liaison for accreditation visits and campus tours for trustees, state and local agencies, and community groups.
Maintain appropriate communications with the Chancellor, the Provost, other Vice Chancellors, other administrators, faculty, staff, students, external community, System administrators and governmental agencies or affiliates for the university and the division.
Provide supervisory oversight of the following units: Administrative Affairs, Facilities and Services, Human Resources, Public Safety, Research Administration Post Awards, and Purchasing.
Perform other assignments as directed by the Chancellor.
