Job Description
We are looking for Commercial Officers to join our Sourcing & Delivery and Commercial Programmes teams, part of the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate.
These roles will play an important part in supporting activity across our wide-ranging areas of spend and large cross cutting programmes on sourcing and contract management related activity. These are very much commercial delivery roles shaping and delivering commercial solutions.
As a Commercial Officer, you will assist on a range of commercial activities. This is a dynamic and challenging environment, and you will need to be confident in managing complexity, applying judgement, and making decisions whilst collaborating effectively with other members of the team and across the organisation.

This role is being offered as hybrid working based at one of our Core HQs in Birmingham, Leeds, Liverpool or London. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Your role may support any of the following Commercial areas:
- Commercial Allocation & Triage: Overseeing the Sourcing & Delivery pipeline, evaluating new-front-door requests in order to prioritise, assess and allocate work to Sourcing & Delivery teams
- Commercial Sourcing: From pre-procurement to contract management, sourcing works across the end-to-end commercial lifecycle to deliver efficient, effective procurements or programmes. Provides crucial input across the commercial lifecycle, supplementing their commercial delivery responsibility through market analysis and engagement efforts, inputting into Sourcing Strategies and implementing procurement initiatives across Sourcing & Delivery to achieve cost efficiencies.
- Commercial Marketplace & Catalogue Management: As Commercial owners of UKHSA’s Marketplace platform, the Marketplace & Catalogue Management team enables UKHSA Directorates to be self-sufficient in buying goods and services through continually updating and managing crucial self-serve channels and supporting guidance or relevant information.
- Major Commercial Programmes: Aligned to strategic programmes, Commercial Partners own and guide a portfolio of transformative change, in collaboration with project and procurement teams to shape, informing and assuring the delivery of programme business cases.
- Contract Management: Designated resource responsible for delivering efficient, effective contract management services aligned to policy and best practice.
- Supporting senior managers, stakeholders and suppliers to deliver high quality commercial solutions for the UKHSA.
- Supporting specific portfolios of sourcing / tenders / contracts, as well as other projects.
- Supporting supplier performance and commercial meetings to ensure contract obligations are met and additional value is achieved.
- Supporting competition exercises using the e-tendering portal (Atamis), including mini competitions, open competitions and if necessary direct awards or single tenders.
- Supporting the drafting of commercial documents, including tenders, contracts and contract change notes, working closely with finance and legal partners where necessary.
- Supporting analysis of markets, suppliers and conducting due diligence if necessary or working with subject matter experts where necessary.
- Leading on the full compliance of data and data entry to ensure reporting is robust and accurate.
- Ensuring all commercial activity is compliant with legislative obligation, UKHSA Standing financial instructions and government best practice.
