Job Summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

The Asset Management section consists of a team of multidisciplinary asset managers who are responsible for the development and delivery of the HMNB Clyde Asset Management System (AMS) in accordance with international standards and nuclear safety/security relevant good practice.

This position is advertised at 37 hours per week.

Job Description

Senior Asset Manager 2 reports to Assistant Head Asset Compliance and is responsible for the development and delivery of the HMNB Clyde AMS in accordance with the ISO 55000 series and nuclear safety/security relevant good practice. This includes developing and maintaining:

  • An Asset Management policy
  • The AMS to apply proportionately to the life cycle of all assets recognising the criticality of assets.
  • The AMS to adequately detail the organisation required for the management of assets.
  • The AMS to record all assets which deliver an operational and safety functional requirement including, but not limited to, installation date, design life, obsolescence issues etc.
  • The AMS to clearly define the arrangements for managing assets through lifecycle including examination, inspections, maintenance and testing strategies and replacement programmes to ensure claimed reliability is maintained.
  • The AMS to provide adequate configuration and change control for assets.
  • The AMS to ensure adequacy of information and governance arrangements to underpin design intent.
  • The AMS to monitor and record the performance of assets such that corrective actions can be taken as necessary.
  • The AMS to adequately detail the resources requirements for maintaining assets (e.g. storage for critical spares).

To deliver you will work closely with colleagues and partners within HMNB Clyde and externally with Navy Command Infrastructure, Defence Infrastructure Organisation (DIO) and the other Naval Bases.

Person specification

We are keen to hear from people who have experience in any of the following:

  • Policy and strategy development

  • Risk management and performance improvement

The post holder must have strong communication and influencing skills to work collaboratively with others. Previous experience of working in a high hazard industry is preferable but not considered essential.

Qualifications

HNC or equivalent experience in an appropriate Asset Management related discipline.

Nuclear RRA: This post attracts the Recruitment Retention Allowance of up to £4000 per annum. This allowance is discretionary and is dependent on a candidate's ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.

First Appointment Expenses (FAE): This post offers First Appointment Expenses to new recruits to the Civil Service to assist with costs incurred as a result of relocation or move of home (HM Revenue and Customs restrictions apply). Reimbursement of expenses up to the value of £8k will apply only when a move of home is deemed to be necessary.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
