SUMMARY :

The Chief Program Officer - Housing, Foster Programs & Supportive Services serves as a key member of the Executive Leadership Team. In collaboration with the C-Level team, this person will lead a program department as well as oversee the development, implementation and assessment of department programs to align with our mission, vision, and strategic plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

Program Implementation and Oversight

  • Oversee the Housing, Foster Programs & Supportive Services Department.
  • Design and adapt integrated service delivery methods to meet contractual obligations and client needs.
  • Analyze and assess programs based on productivity data and implement corrective measures, as required.
  • Lead program expansion and design.
  • Implement best practices across all programs.
  • Facilitate programmatic collaboration among and across departments to achieve a more holistic, efficient, effective, and client-centered service delivery.
  • Oversee department grants and contracts to ensure timely completion of agreed-upon deliverables and prompt communication with funders.
  • Maintain appropriate paperwork / documentation.
  • Oversee data collections, reporting requirements and program outcomes.
  • Communicate and coordinate program needs with IT, People & Culture, Community Resources, Facilities and Finance.

Hiring, Training & Evaluation

  • Recruit, train and develop program leadership.
  • Conduct workshops and trainings and connect team members to appropriate training and development opportunities.
  • Lead training workshops as part of the employee onboarding training process.
  • Provide day-to-day oversight and support for staff.
  • Meet with staff regularly to review performance, accomplishments, needs, and questions.
  • Support team members' development, and overall agency staff culture.
  • Financial Management

  • Maintain capacity in each program with respect to revenue and expenditure.
  • Negotiate contracts collaboratively with CEO and CFO.
  • Under the direction of the CFO, and in partnership with department leadership, assist in developing the agency budget.
  • Ensure the department meets and / or exceeds its financial performance objectives.
  • Assist CCRO in securing funding to maintain and expand program services through government, foundation, corporate, and individual funding sources.
  • Meet with grantors and conduct site visits / tours.
  • Community Outreach & Representation

  • Advocate on behalf of the agency's clients and services with community members and leaders.
  • Serve as an ambassador in developing and maintaining collaborative and professional relationships with funding agencies and service delivery partners, public agencies and community groups.
  • Work closely with CEO and Board of Directors and serve in a leadership capacity on our Board committee.
  • Represent our organization in County-wide meetings, task forces and workgroups, and throughout the community.
