I. Major Responsibilities
- Supports and prepares reports and analyses for the management team and Senior Data Scientists for Population Health analytics projects by working closely with internal, affiliate and community-based customers and executives, Information Services (IS) staff, project managers, program directors, and other OCI teams to turn data into critical information/knowledge that can be used to make sound organizational decisions.
- Follows through on process improvement and evaluation opportunities to increase the efficiency of the reporting process. Applies advanced statistical and/or predictive modeling techniques to improve multiple real-time, people-centric (dynamic) systems.
- Combines seemingly unrelated data concepts to identify trends and to solve complex problems.
- Works with Senior Data Scientists to design experiments and tests hypotheses to support quality and/or financial performance improvement initiatives. Evaluates options to complex problems by using mathematics and statistical methods.
- Leads process discovery sessions to define operation definitions for data and identify stakeholder’s requirements for work in an ambiguous, constantly changing environment.
- Integrates and prepares large, varied datasets, architecting specialized databases and computing environments from disparate data sources, and specifically with Epic.
- Investigates program requirements as they are rolled out, determines optimal data sources and processes to stand up analytics to support these programs.
- Creatively develops and proposes innovative ways to look at problems by using data mining approaches on the set of information available.
- Validates findings using an experimental and iterative approach.
- Prepares reports for internal and external stakeholder groups and validates the work in a way that can be easily understood
- Develops processes and tools to monitor and analyze model performance and data accuracy. Strong data visualization skills needed.
- Complies with established departmental policies, procedures, and objectives.
- Attends variety of meetings, conferences, seminars as required or directed.
- Demonstrates use of quality improvement techniques in daily operations.
- Complies with all health and safety regulations and requirements.

License/Certification/Education
Required:
- Master’s Degree in Mathematics, Statistics, Engineering, Computer Science, Data Sciences, Social Sciences, Business Administration or equivalent field required within 12 months of hire.
Required:
- Experience working with data from the financial, healthcare, software or equivalent industry in a function utilizing advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.).
- Experience using statistical computer languages (R, Python, SQL, etc.) to manipulate data and draw insights from large data sets.
- Experience with statistical and data mining techniques.
- Experience in developing processes and tools to monitor and analyze model performance and data accuracy.
- Experience using statistical software such as SAS, IBM SPSS.
- Experience with Data Visualization/presentation skills and experience with Tableau.
- Excellent written and verbal communication skills.
- Ability to work in a team environment.
- Coding knowledge and experience with several languages (e.g. C, C , Java, JavaScript).
- Experience working with and creating data architectures.
- Knowledge of machine learning techniques.
- Understanding of medical terminology and healthcare finance.
- Experience working with Optum Performance Analytics, medical claims data.
- Experience working with Epic as a data source for analytical work.
