Family Services Specialist Essential Duties and Responsibilities:

  1. Provide ongoing support to the family services staff and ensure the quality of services to families.
  2. Fully utilize data management systems to monitor the eligibility, recruitment, selection, enrollment, and attendance of children to comply with federal and state program regulations.
  3. Verify income and eligibility qualifications of children and families, and ensure applications are complete and data are accurately entered into the data management system.
  4. Assist in the development, implementation, and monitoring of a comprehensive Recruitment, Selection, and Enrollment plan for the Migrant and Seasonal Head Start Program (MSHS) that includes 10% mandated enrollment priorities for children with disabilities and provide training to staff and parents on recruitment.
  5. Ensure ongoing monitoring, tracking, follow-up, and analysis of enrollment and attendance data, and produce regular reports for management meetings.
  6. Direct recruitment activities in response to enrollment data and waitlist data.
  7. Implement a "Family Management Services System" that ensures maximum delivery of services to the families served.
  8. Provide training and technical assistance that includes all relevant areas of responsibilities as mandated in the Head Start Performance Standards.
  9. Assist with the development and implementation of a "transition program plan" that facilitates the transfer of records, continuity of services for parent records transfer, services continuity, information sharing, etc. while ensuring that confidentiality of records is always maintained.
  10. Assist the Family Services Director in the development of a "systematic child/family file format" that ensures organization, easy access to information retrieval and proper documentation.
  11. Develop and implement the Fatherhood Program that will support father-friendly environments and create an increase in male involvement.
  12. In conjunction with the Family Services Managers, prepare and plan for center meetings, parent committee meetings, and Policy Council meetings.
  13. Assist the Family Services Advocates with training for parents on subject matters that pertain to life skills and parent education.
  14. Work with center personnel to access community agency services in addressing family and parent needs as part of family/community collaboration that ensures compliance with the Head Start Performance Standards.
  15. In conjunction with the Family Services Managers, provide oversight to the    development of the Resource Directories for the families.
  16. Assist the regional management teams with the gathering and completion of the Migrant interpretation of relevant data that will be utilized for the completion of the MSHS Program's Community Assessment.
  17. Monitor all ERSEA records, Family Partnerships Plans, and Governance activities related to documentation, according to established
  18. Attend appropriate meetings, seminars, and workshops.
  19. Complete and submit site visit reports, training and technical assistance reports, monitoring reports, and other reports as requested by supervisor.
  20. Advocate for the needs of migrant children and families. Assist FSAs to facilitate a working relationship between families in centers and community agencies, including growers.
  21. Perform other duties as assigned.

Qualifications:

  1. Must have at least one year of experience working with families and/or communities in a Migrant and Seasonal Head Start or similar setting, including demonstrated skills in the training and community development.
  2. Must have completed an Associate degree (Bachelor’s degree preferred) in Social Work or a related field.
  3. Must demonstrate basic Microsoft Office
  4. Must demonstrate good oral and written communication skills in English and Spanish.
  5. Must have a reliable vehicle, valid driver's license, and valid insurance.
  6. Must be able to travel both intrastate and interstate and work irregular hours.
  7. Strong attention to detail.

Physical Demands:

  1. Employees are frequently required to stand, walk, sit, bend.
  2. Occasionally required to lift and /or move up to 20 lbs.
  3. Frequently required to drive.
  4. Frequently exposed to moderate temperature generally encountered in a controlled temperature environment.
  5. Noise level in this work is usually quiet to moderate.
  6. Frequently required to communicate verbally and electronically with other to exchange information.
  7. Use of Fine and Gross hand manipulation.
  8. Moving about in the outdoors and its elements.

Tools & Equipment Used:

  1. Phones, computer system.
  2. Fax machine, copy machine, laminator, Computer, calculator.
  3. Use first aid equipment, fire extinguisher.

Usage varies by position.

 Additional Eligibility Requirements:

Employment with UMOS is contingent upon the successful completion of a criminal background check prior to employment. All employees must complete a physical exam and TB test showing the absence of Tuberculosis within 30 days of employment
