Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Economic empowerment is one of the priority areas of UN Women. UN Women works with governments and partners to promote women’s economic empowerment and increase their access to economic opportunities and outcomes, especially for those who are most excluded, including women migrant workers. In 2018, the Global Compact for Safe, Orderly and Regular Migration was adopted by UN Member States. And as the blueprint for the governance and coordination of international migration, it is critical that gender equality and the empowerment of women and girls are central in its implementation. UN Women works to help ensure that migrant women’s human and labour rights are effectively promoted and protected at all stages of migration, and that the Global Compact for Migration is human rights-based and gender-responsive. Since 2019, UN Women has been implementing the Germany-funded Making Migration Safe for Women programme in Niger and at the global level with the goal of ensuring that the development and implementation of national migration policies and laws in Niger are gender-responsive, and that international norms and standards for protecting and promoting migrant women’s rights are strengthened. The programme has also aimed to improve the use and collection of sex-disaggregated data and provide robust evidence and research on migrant women to inform national policy making. In January 2023, UN Women began implementing the second phase of the ‘Making Migration Safe for Women’ programme, at the global level and in Ethiopia. In January 2025, UN Women will expand implementation of the Making Migration Safe for Women programme in South Africa.

Gender shapes all stages of migration, with women and individuals of diverse sexual orientations, gender identities, expressions, and characteristics (SOGIESC) facing unique risks, challenges and gender-specific barriers. These challenges and risks include gender-based violence, trafficking, limited access to safe and regular migration pathways, and systemic discrimination. At the same time, migration narratives in media often fail to adequately capture the nuances of their experiences, often perpetuating stereotypes and overlooking the intersecting factors, including gender, race, and socioeconomic status, that impact the way someone experiences migration.

Recognizing these gaps, IOM and UN Women are jointly developing a module on "Gender Equality and Migration" as part of IOM’s Global Migration Media Academy (GMMA). The GMMA serves as a powerful and unique platform to standardize and mainstream media training on migration and strengthen ethical and accurate reporting, addressing and countering misinformation, disinformation and hate speech. GMMA has the potential to influence the way anti-migrant discourses and vocabulary in media interact with public discourse and impact public opinion and action. To that end, this initiative reflects IOM’s and UN Women’s shared commitment to advancing gender equality and empowering journalists to produce balanced, inclusive, and ethical reporting on migration. By equipping media professionals with the knowledge and tools to foster gender-responsive reporting, the module aims to amplify the voices of migrant women and migrants with diverse SOGIESC, address misinformation, and promote nuanced storytelling that highlights both the challenges and contributions of migrants in all their diversity. Through interactive eLearning and practical guidance, the course aspires to reshape public discourse on migration and support systemic change toward more equitable and informed narratives.

The module will give a brief overview of gender equality including explanation of important concepts and terminology on gender equality, diversity and inclusion while reporting. It will also address the situations of migrant women and migrants with diverse SOGIESC and how to practice gender-responsive reporting with accuracy, sensitivity and inclusivity.

The consultant will have an overall reporting line to UN Women’s Global Coordinator for the Making Migration Safe for Women programme, but the day-to-day work on the module will be led by IOM. Both UN Women and IOM will review and provide feedback on the deliverables outlined below.

Description of Responsibilities:

The consultant will be responsible for developing an eLearning module and accompanying guidance note on "Gender Equality and Migration," ensuring alignment with gender-responsive and inclusive reporting practices. This includes stakeholder consultations, content creation, pilot testing, collaboration with designers for online implementation, and the development of assessment tools and progress reports to ensure the module meets its intended learning outcomes. This includes:

  • Content Development: Develop a self-paced eLearning module and accompanying guidance note on "Gender Equality and Migration" in collaboration with IOM and UN Women teams. This includes creating materials that reflect the outlined learning objectives, ensuring gender-responsive, inclusive, and human rights-based content.
  • Stakeholder Consultation: Conduct consultations with selected media professionals to identify gaps in the current practice and refine the course's learning outcomes based on the needs of the target audience.
  • Module Structuring: Organize the course into well-defined modules and topics. Each topic must include interactive elements such as quizzes, case studies, and exercises to ensure participant engagement and comprehension.
  • Pilot Testing: Pilot the course content with media professionals and students, gather feedback, and refine the lessons and materials accordingly.
  • Guidance Note Preparation: Develop a practical guidance note on gender-responsive reporting in migration contexts, aligning with the training module.
  • Assessment Design: Create pre- and post-test assessments to measure participants' progress and mastery of intended learning outcomes.
  • Regular Reporting: Provide progress updates to the IOM and UN Women teams and incorporate their feedback throughout the development process.


Deliverables:

Deliverable Expected completion time (due day)

Inception Report: Detailed work plan and timeline, including a summary of stakeholder consultation findings and refined learning outcomes. Two rounds of review and feedback for each of the deliverables will need to be incorporated factored into the workplan.

First draft eLearning Module: A fully structured draft of the "Gender Equality and Migration" course, including all lessons, interactive elements, and multimedia components. This will be further refined based on feedback from UN Women/IOM.

By 16 May 2025

Pilot Results Report: Documentation of pilot testing outcomes, including participant feedback and recommendations for course refinement.

By 13 June 2025

Finalized eLearning Module: The complete approved course incorporating all UN Women/IOM feedback, ready for design and implementation on the GMMA platform and ready for participant use.

By 23 June 2025

Guidance Note: A comprehensive document on gender-responsive reporting, tailored for journalists and media professionals. This will be further refined based on feedback from UN Women/IOM.

By 23 July 2025

Facilitation Guide: Develop a PowerPoint presentation and facilitation guide based on the module for use during face-to-face training. This will be refined according to feedback from UN Women/IOM

Required Qualifications, Experience and skills:

  • Master’s degree or equivalent in Gender Studies, Migration, International development, or a related discipline.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Minimum of 7 years of relevant experience in the field of training for adults, capacity development, and transformative education. Experience designing online trainings and courses preferred.
  • Minimum of five years’ experience and familiarity working on issues related to gender and migration.
  • Experience working on media reporting and media-related issues an asset.
  • Excellent written and verbal communication skills are required.
  • Experience working with the UN system an asset.


Language:

Fluency in oral and written English is required. Fluency in another UN language is an asset but not required for this consultancy.
