The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
SPA's NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.
SPA has an upcoming need for an Enterprise Architect to provide contracting services to NATO onsite in Norfolk, VA.
Responsibilities
The successful candidate will develop architectural models to align ongoing and future programs and initiatives, delivering the Digital Transformation Implementation Strategy and larger capability development function of HQ SACT.
- Develop Capability Architectures in support of the different modernization and transformation programs and part of the Business and Information Enterprise Architecture.
- Provide the high-level architectural overviews, dashboards, and heat maps to support gap / overlap analysis and coherence between multiple programs and initiatives; provide reusable architectural building blocks shared across multiple capability architectures, and support multiple capability architecture teams within HQ SACT with common processes, templates, guidelines, tools, and reports.
- Conduct a critical analysis and review of existing and under-development enterprise and capability architectures in order to gain big picture perspective of architecture maturity across multiple projects.
- Develop and maintain an overarching strategic Enterprise Architecture overview linking existing program capability architectures.
- Support architectural coherence of multiple Capability Programs and data integration and advanced Business Intelligence reporting based on architectural data, requirements, and program data and creation of reports, dashboards, and heatmaps on their connections, overlaps, and gaps.
- Present architectural information in various formats appropriate for non-technical stakeholders and leadership.
- Provide architectural guidance to Capability Architects, Program Directors, and Requirements Managers.
- Support program and project planning activities to ensure they take into account the architectural dependencies, and support Capability Architects to ensure consistency of design and adherence to appropriate architectural standards and the Enterprise Architecture.
- Develop, configure, and maintain templates, guides, HOWTO documents, and reports for Enterprise Architecture and Capability Architectures.
- Follow ArchiMate and NATO Architectural Framework 3 (NAF3) guidelines and best practices.
- Configure, integrate, and maintain architectural tools and shared repositories.
- Maintain a library of reusable Architectural Building Blocks (e.g., taxonomies, reference architectures) to be used across enterprise and capability architectures.
