JOB DESCRIPTION
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Libya was reviewed by UPR WG 36, in November of 2020. It received 285 recommendations, and it supported 181 recommendations at the adoption of its UPR outcome at Human Rights Council 46, in March 2021 (an increase of 12.42% with respect to the 2nd cycle). In the context of Libya, UNSMIL HRS/OHCHR and UN WOMEN are working closely aiming at increase women activists/WHRDs and CSAs capacity on the usage of international mechanisms including the UPR. By contracting a human rights reporting consultant to UN WOMEN and OHCHR/HRS-UNSMIL to support the sharing of timely, verified and value-added UPR with focus on thematic areas of the human rights situation.
The consultant will facilitate the coordination, reporting and advocacy of the UPR. Regular and ad hoc meetings in the working-level, e.g. on weekly basis, would enhance the CS coalition cooperation and reflect situation. The contracting comes also under the framework of the UNSDCF strategy in support of the CSOs on UPR in Libya.
The consultant will be reporting to WPS Analyst and will be supported by WPP Progarmme Officer, who will be the point of contact on the contract and payment issues.

Description Of Responsibilities/ Scope Of Work
- The national consultant will be responsible for the following tasks;
- Assist the coalition in gathering information, researching, and reporting on the trends and patterns of human rights/IHL violations (women's rights, freedom of expression, freedom of association, freedom of assembly, attacks against journalists, media workers, judiciary, and violations against vulnerable groups;
- Facilitating the dialogue and ensuring an effective and gender mainstreamed coalition on UPR established (CSC-UPR) and the parallel coalition called Women Coalition for the UPR (WF-UPR) in Libya;
- Provide in-person and online coaching to the groups, as applicable;
- Support drafting the report by providing comments and ad hoc meetings;
- Review the report to ensure its structure and content in line with the UPR guidelines;
- Assist the coalition in drafting recommendations for the member states and support the presentation as applicable;
- Create an outreach advocacy plan and awareness-raising campaign on the UPR, by using a wide range of media outlets;
- Ensure the submission of the UPR on 7 April 2025.

Functional Competencies
- Proven technical competencies in providing trainings in the area of women rights and human rights;

Education and Certification:
- Master’s degree in law, gender studies, criminal justice, Political Science, or other social science fields;
- A first-level university degree in social sciences, gender studies or related field combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 7 years of professional experience working in one or more of the following areas: legal and policy reform and drafting international reports, of which 5 years must in the field of human rights, women’s rights and/or criminal justice is required;
- Knowledge of women’s human rights instruments (international and national) is required;
- Knowledge of the Libyan Laws and constitution is required;
- Knowledge of the Libyan national reconciliation and transitional justice process is highly desirable;
- Experience in the development and delivery of training is required;
- Working with UN Agencies and/or International Organizations is an asset.
