This project will alter and expand the existing wastewater treatment plant to provide a treatment capability meeting the State of South Dakota’s discharge requirements. Anticipated future discharge requirements for total nitrogen and phosphorus limits (nutrient limits) will be evaluated during the concept phase. This project will include measures to replace existing outdated process equipment and enlarge the existing plant capacity for flow and treatment. Expansion of the treatment process will necessitate expansion of two existing buildings to house additional process equipment and electrical gear. This project also addresses accessibility requirements by modernizing the treatment plant buildings to accommodate access for people with disabilities. The project shall be designed to allow for construction activities to occur while the existing treatment facility remains in operation.
The measurable results will include:
1. Upgrades to equipment nearing the end of useful life, including mechanical, electrical, and controls as identified in the attached condition assessment.
2. Address deficient architectural, and coating systems to prevent damage and/or leaks.
3. Treatment capacity is sufficient to meet increasing park visitation.
4. Improvements to reduce effluent temperature and mitigate influent temperature to meet permit requirements.
5. Upgrades to process systems and treatment train to meet allowable ammonia effluent concentrations.
6. Address anticipated future limits for total nitrogen and phosphorous, including monitoring and additional treatment capabilities to meet anticipated future limits.
7. Additional building space as needed for new or reconfigured equipment. Space should also be maintained within the plant for additional process equipment based on expectations of future limits.
8. Reduction in operation costs through energy efficient design, preventing freezing in winter, and eliminating the need to haul wastewater off site.
9. Improvements to operability including redundancy to maintain critical processes (e.g.,bypass for critical valves, redundant filters), ease of cleaning, sound attenuation, and adequate space ventilation.
10. Meet Architectural Barriers Act (ABA) Accessibility standards for building interior (e.g., restrooms, break rooms, circulation) and exterior (e.g., entrance, parking).
11. Fire suppression system provided for the North building, including electrical equipment.
12. 3-Dimensional model of plant and equipment to optimize the expansion arrangement and assist management facility improvements.
Key Responsibilities:
- CMR shall have previous experience and/or knowledge of:
- Repurposing and construction of existing spaces within Historic Buildings.
- Abatement and lawful disposal of hazardous materials including bulk asbestos.
- Timely communication and reporting skills from a remote location with the A/E Firm, and the Contracting Officer’s Representative to achieve Quality Assurance.
- Knowledge and experience of NPS workflows for construction activities, including applicable CMR Duties.
- Experience setting up and administering a Project Management Software Program as detailed below.
- Coordinating and overall management of Tribal Monitors on site.
- Knowledgeable in construction practices including applicable building codes, applicable safety regulations
- Knowledge of cost breakdown estimating and negotiating, and technical writing.
- Construction Management Experience
- Construction practices including wastewater treatment plant expansion/ renovation/ construction
- MS Project skills including familiarity with baseline schedules, report generation and critical path theory.
- Education, experience, and qualifications developing and reviewing cost estimates and schedules including software used.
- Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
- Prior experience with resource protection measures required by government agencies to avoid and minimize construction related adverse impacts to natural and cultural resources.
