Construction Management Representative (CMR) for the preservation and rehabilitation of the Historic Grange at Cumberland Island National Seashore
Position Overview: The National Park Service (NPS) is seeking a Construction Management Representative (CMR) for the preservation and rehabilitation of the Historic Grange at Cumberland Island National Seashore. This project aims to rehabilitate a historically significant, 2-story, 5,000 sf home that has been vacant for more than 10 years. The work includes removal of hazardous materials and replacement of existing plumbing, electrical and HVAC utilities and systems. Additional items include the rehabilitation and repair of interior and exterior windows, doors, ceilings, walls, and floors. It will also include replacement of asphalt shingles and flat roof coverings, install of missing gutter/downspout system, installation of fire prevention and intrusion systems, as well as installation of ADA ramps to enhance accessibility around and into the building.
Key Responsibilities:
- Overseeing and ensuring quality assurance during construction, supporting the Contracting Officer's Representative (COR) with technical assistance, and providing ongoing coordination between the contractor and park staff.
- Ensure the construction contractor’s Quality Control Plan is in place and functioning properly, including observation of daily construction activities.
- Provide technical assistance and support to the COR, including conducting meetings, reviewing submittals, reviewing requests for information (RFIs), drafting correspondence, preparing cost estimates, reviewing payroll, and completing daily and weekly reports.
- Review and document construction progress through photographic and written reports.
- Coordinate contractor efforts with the park staff’s daily operations to ensure seamless integration.
- Ensure protective measures are in place to preserve natural and cultural resources throughout construction.
Required Skills and Qualifications:
- Expertise in construction practices, including plumbing, electrical and HVAC
- Proficient in using Microsoft Office, specifically MS Teams to create and record meetings.
- Minimum 5 years of experience in construction management, particularly in overseeing projects involving historical preservation and rehabilitation.
- Must have historical preservation experience
- Ability to read, interpret and understand construction contract, plans and specifications
- Professional certifications and licenses, including OSHA 30-hour Health and Safety training for construction.
- Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit.
- Ability to read and interpret the construction schedule.
- Familiarity with MS Project, including baseline schedules, report generation, and critical path theory.
- Proven experience working with federal government project managers and CORs on change orders, RFIs, submittals, and field observation reports, highly preferred.
- Knowledge of and experience with construction management practices related to resource protection to minimize environmental and cultural impacts.
Desired Experience:
- Experience working on similar construction projects, particularly those involving historic restoration and preservation of historic residential properties.
- Familiarity with National Park Service operations and requirements.
Education:
- High School Diploma or equivalent.
- Other related certifications or professional development in construction management, project scheduling, and resource protection.
Work Environment:
- The position requires coordination with contractors, park staff, and other stakeholders to ensure the successful completion of the project.
- Work will take place in a dynamic environment and is projected to be 1-year in duration.
