Purpose of Job
The purpose of this class within the organization is to conduct collection, preparation, maintenance and monitoring of financial system transactions and performing additional tasks as assigned.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Requires an Associate's Degree in Business, Finance, Accounting or closely related field, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.Requires one year experience in at least two of the following: tax revenue accounting, licensing, cash receipting, accounts payable, finance or closely related experience.
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Monitors, prepares, verifies and processes accounts payable transactions; manage Purchasing Card (P-card) Program payments for assigned vendors; codes and classifies transactions to the appropriate fiscal year in accordance with the Generally Acceptable Accounting Principles.
Receives and processes cash receipts of ACCGov departments; enters payments (e.g. by mail, accounts receivable, over the counter) and balances the daily receivables, revenues and posts to the financial system and other software programs.
Balances all cash receipts for the deposits daily and post to general ledger; prepares deposit for the bank and ensures cash drawer balances daily.
Processes weekly vendor payments, including P-card payments and mailing of checks to vendors; updates accounts payable daily.
Reconciles processed work by verifying entries and comparing system reports to balances.
Provides accurate information regarding regulations (local and state) and procedures in accordance to the ordinances of ACCGov to serve the business customer needs and concerns. Responds to and assists with inquiries from the businesses, citizens, vendors, and user departments.
Codes each payable transaction to vendors for taxable reporting to the Internal Revenue Service (e.g. 1099's).
Processes new applications and renewals in accordance with ACCGov ordinances for Business Occupation tax certificates.
Receives and processes monies from all departments, customers, E911 fees, Franchise fees, Rental motor vehicle tax, and mixed drink tax; and receipts accounts receivable from bills submitted and sent.
Maintains department work flow by answering the telephone, sending/receiving emails, copying documents, maintaining files, faxing documents, retrieving and scanning to Laser fiche, and picking up/distributing mail and documentation to various departments.
Assists with the maintenance of the business tax files and follow-up correspondence with delinquent business tax filers.
Performs related work as assigned.
Knowledge, Skills, and Abilities
Knowledge of the policies, procedures, and activities of the Finance Department as they pertain to the performance of duties relating to the position of Financial Support Specialist.
Knowledge of the terminology used within the department.
Knowledge of state and federal codes, ordinances, policy manuals, the North American Industry Classification Schedule, invoices and statements, a variety of reports, journals, etc., and procedures and methods as required in the performance of duties.
Knowledge of accounting and bookkeeping, relevant federal, state, and local laws, and various Unified Government tax and licensing ordinances and financial transaction processing policies.
Ability to utilize various software packages.
Ability to utilize computers, fax machines, copy machines, scanners, and other office equipment.
Ability to compile, organize, prepare, and maintain an assortment of records, reports, and information in an effective manner and according to departmental and/or governmental regulations.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including office equipment such as computers, fax machines, and copy machines. Must be able to use body members to work, move, or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 10 pounds of force occasionally. Physical demand requirements are at levels of those for sedentary work.
