Purpose of Job
The purpose of this job is to perform administrative/supervisory functions associated with coordinating and managing Transportation and Public Works projects. Duties and responsibilities include but are not limited to: coordinating and supervising section personnel and activities as assigned, coordinating and reviewing engineering projects or activities, ensuring these activities are performed in accordance with applicable codes, and performing additional tasks as required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather, utility failure, fire or other forced evacuations or as determined by the Manager.High school diploma or equivalent required with four years of experience in the required discipline (engineering, construction management, design engineering, land development, stormwater, pavement management, sign and marking maintenance and installation, traffic signal maintenance and installation, or traffic studies to include traffic signal and systems timing development/installation and signal systems communications) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess a valid driver's license.

Bachelor's Degree preferred.

When assigned to construction, design, land development or pavement management:
One year of supervisory experience is preferred.

When assigned to sign and marking, traffic signals, or traffic signal management:
One year of supervisory experience is required.

Possession of International Municipal Association Level II certification in Sign and Marking, Traffic Signal Electronics, or Construction is preferred.The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals depending on area of assignment.

Directs project design(s) and the production of plans, specifications, and necessary documents for Public Works projects.

Prepares project estimates, status reports and presentations.

Directs the inspection of projects for compliance to contract requirements and established standards and specifications.

Attends division and department meetings to develop, plan, design, and assess funding and schedule projects.

Assists in maintaining and administering departmental programs.

Assists in development of departmental standards and specifications.

Assists in preparation of technical reports and/or studies for approval by the Commission.

Assists with reports, correspondence, forms, charts and other documentation; reviews, maintains records; provides information to the public and performs other clerical duties.

Performs other related duties as required.

Maintains record of development status, processes acceptance of public rights-of-way, and monitors status of Improvement and Maintenance Guarantees.

Reviews and approves construction plans for completeness and compliance with applicable codes, regulations, and policies.

Administers the erosion and sediment control program and the Department "Code Compliance Policy."

Directs construction inspection activities of the Land Development Section.

Responds to drainage and erosion and sediment control concerns and complaints. Provides recommendation for corrective actions.

Conducts research on technical and/or policy issues and prepares reports for the Engineering Administrator.

Prepares project estimates.

Reviews zoning applications and makes recommendations to the Planning Commission.

Reviews Sketch Plats, Preliminary Plats, Final Plats, and Planned Development for compliance with applicable regulations.



Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Athens-Clarke County and the operations and functions of the Public Works Department depending on area of assignment.

Knowledge of practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of land surveying principles, hydraulics, and methods of construction cost estimation.

Knowledge of computer applications for hydrologic and hydraulic analysis, and various word processing, spreadsheet, and database software.

Knowledge of the scheduling and planning principles of construction.

Knowledge of civil engineering principles and practices, and of methods used to formulate, evaluate, and administer public works construction projects.

Knowledge of roadway and drainage construction materials, costs, and structures.

Knowledge in developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of the scheduling and planning principles of projects in the Public Works Department or Public Utilities.

Knowledge of civil engineering principles and practices, and of methods used to formulate, evaluate, and administer public works construction projects.

Knowledge of reading and implementing plans, construction drawings and specifications.

Knowledge and skill needed to operate various computer applications, equipment and machinery including a utility vehicle, computer, printer, calculator, copy machine, facsimile machine, two-way radio, and telephone.

Knowledge of and proficient with computers.

Knowledge of erosion and sediment and control best management practices.

Skill in organizational, management, human relations, and technical techniques.

Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc., as they pertain to departmental operations and activities.

Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to read and implement plans, construction drawings and specifications.

Ability to manage projects, supervise, and conduct effective oral and written communication.

Ability to communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Athens-Clarke County as they relate to the Public Works Department.

Ability to assemble information and make written reports and documents in a concise, clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.

Ability to comprehend, interpret, and apply regulations, procedures, and related information.

Ability to handle required calculations using statistical calculations.

Ability to read, understand and interpret personnel and financial reports and related materials.

Ability to use a variety of engineering and surveying tools and equipment.

Ability to utilize computer software programs relevant to the position.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a utility vehicle; computer; printer; calculator; copy machine; facsimile machine; two-way radio; telephone; ½ ton pickup truck; blue line machine; lettering machine; drafting instruments; distance devices; forklift; construction equipment such as a trencher, concrete saw, bucket truck, and lashing machine; electronics equipment and tools such as an oscilloscope, component comparator, multimeter, conflict monitor/tester, controller test board, cabinet display board, fiber optic cable splicer, optical time-domain reflectometer; and various hand tools. Must be able to use body members to work, move, or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.MANUAL DEXTERITY: Requires the ability to handle a variety of items such as construction equipment and tools, electronics equipment and tools, half-ton pickup truck, blue line machine, lettering machine, drafting instruments, distance devices, calculators, engineering equipment, automated office equipment, office supplies, computer supplies, and survey equipment. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have moderate levels of eye/hand/foot coordination.COLOR DISCRIMINATION: Requires the ability to differentiate between colors and shades of color.INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond giving and receiving instructions.
